SUMMARY:
Responsible for the PNM Customer Information System (CIS) Banner and Complex Billing application systems rate framework. Supervises the Rate Framework team and develops staff to ensure critical business continuity. Provides guidance and technical expertise related to the development and implementation of complex pricing and rate structures in the CIS and Complex Billing applications. Facilitates the development and implementation of PNM's Rate Framework and System Application directly with cross functional business area resources to ensure the rates and system application achieve and maintain revenue and regulatory compliance as required by the New Mexico Public Regulation Commission (NMPRC).
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Works cross-functionally with key departments to develop the rate framework within the CIS Banner billing system including developing new rate logic and creating new rates timely and in accordance with regulatory requirements.
Maintains the integrity of the CIS Banner rate framework and ensures continued compliance of existing current rates within the billing system including timely inactivation of old or expired rates and timely updates to current existing rates as required by regulatory requirements.
Responsible for the development of new complex bills and the integrity and accuracy of complex billing including the creation of any newly needed manual controls, e.g., checklists and secondary reviews as required by SOX requirements.
Supervises the rate framework team and develops staff members to ensure critical business continuity. Establishes clear direction and expectations for both individual and group outcomes.
Acts as the subject matter expert on all projects related to or impacting PNM's CIS Banner rate framework and system billing applications.
Collaborates closely with BTS Banner Development and Support teams on all matters related to rates and billing system applications.
Develops and provides communication summarizing rate changes implemented to other key business groups within customer experience.
Responsible for the interpretation and review of customer rate pricing and rate related contacts (e.g., PPAs, Form A, Form B, Form C contracts, Investment Credits, EDR rates, etc.) for billing implementation into PNMs CIS Banner billing system or Complex Billing application.
Responsible for review and interpretation of testimony and tariffs to implement rates in collaboration with the Pricing department.
Responsible for remaining current with Regulatory developments that impact PNM rate framework and Customer Service system applications.
Responsible for coordinating with Utility Accounting, Tax Compliance, and Legal to ensure that rates and billing are completed accurately.
Responsible for detailed customer bill quality control activities such as: bill reviews, special billing reviews and audit of both systematic and manual control activities.
Responsible for compliance to all SOX requirements related to the Rate Framework and Systems Application functions and mitigates any discrepancies and/or deficiencies identified in a timely and effective manner.
Works with internal and external auditors to resolve inquiries related to rate implementation, rate change, and complex billing operational and SOX controls.
Leads monthly meetings with Pricing, BTS, and Regulatory to coordinate knowledge/development related to ongoing projects and upcoming rates.
Provides training to internal and external stakeholders, staff and other departments about rates, the CIS Banner rate framework and complex billing.
COMPETENCIES:
Advanced knowledge and understanding of Company processes and the regulatory processes of the NMPRC and other applicable state and federal regulatory agencies requirements related to electric rates and tariffs, revenue processes and customer service billing functions.
Advanced knowledge of PNM's CIS Banner system and application related to rate framework and system application.
Advanced knowledge of the electric utility industry.
Advanced knowledge and understanding of all customer service processes, customer rate classes, revenue support billing and processing procedures.
Knowledge of NM PRC utility rules, rate tariffs and regulatory requirements related to customer service functions.

Knowledge of Revenue Operations SOX compliance requirements.

QUALIFICATIONS
MINIMUM EDUCATION AND/OR EXPERIENCE:
Bachelor's degree from four-year college or university in accounting, business, finance, or a related field with seven to nine seven years of related experience including two years supervisory experience, or equivalent combination of education and/or experience related to the discipline.
Utility Rate Framework, Pricing or Regulatory experience preferred.
Project management experience preferred.

SCOPE AND IMPACT:
PNM's Rate Framework and System Application performs critical rate development, testing, and implementation functions that directly impacts the accuracy of over 500,000 customer bills and over $1 billion annual revenue. This position impacts the ability to timely and accurately bill, collect and report millions of dollars in revenue to the general ledger ensuring the company's financial health. This position requires specific rate, tariff, pricing, and utility accounting knowledge as well as banking, bankruptcy, credit and collections, billing and exceptions processing business knowledge. Billing errors that result from the incorrect or untimely application of rates and tariffs may result in a significant financial and reputational impact on the customer, the company's regulatory compliance, accuracy of the financial statements and potentially damage client/customer relationships.
