HORNE's Government Services focus area is searching for a qualified Environmental Manager to assist with implementation of environmental projects associated with federal grants and programs related to housing, infrastructure, economic development, mitigation, and city/community revitalization.  Many of these grants are related to disaster recovery activities and specifically require preparation, review, and approval of NEPA compliance documents supporting for federal programs conducted under the Stafford Act such as HUD CDBG-DR and FEMA programs.  The position is for an energetic, self-motivated person who will work on multiple projects simultaneously. 


Your daily impact will require:



  • Working in a team environment that implements strategies, processes and solutions.

  • Supporting the project team with National Environmental Policy Act document preparation and reviews for HUD Community Development Block Grant Disaster Recovery, FEMA and other Federally funded projects and programs.

  • Communicating progress of tasks, problems, and resolutions to internal clients.

  • Research and identify possible environmental concerns and recommend mitigation measures.

  • Making recommendations for individual projects and coordinate resolutions and improvements to ensure compliance.

  • Prepare and/or review technical correspondence, technical reports, work plans, and project specifications.

  • Collaborate with internal senior professionals on environmental issues and permitting issues.

  • Working with state and local governmental entities to document and assess internal controls.

  • Working with internal team in developing proper procedures for NEPA and 24 CFR 58 environmental reviews.

  • Coordinating with project teams executing Phase 1 and Phase 2 Environmental Site Assessments (ESAs)

  • Leading teams tasked with the development and execution of Tier I Broad Reviews, Environmental Assessments, and if necessary, Environmental Impact Statements.

  • Working as a representative of the firm in direct communication with clients.

  • Ensuring client deliverables are of high quality and completed on time and on budget.

  • Supporting business development efforts to ensure firm growth and development


Tools you’ll need in your toolbox:



  • A bachelor’s degree from an accredited college or university. A degree in one of the environmental sciences (Biology, Geology, Environmental, Earth Sciences, Coastal, Wetlands Biologist) or environmental engineering is preferred, however, relevant past experience may be considered in lieu of environmental science or engineering degrees

  • 10+ years’ relevant work experience (Master’s degree counts as 1 year of experience).

  • Experience preparing NEPA compliant Environmental Impact Statements, Environmental Assessments and Categorical Exclusions and tiered environmental review documents.

  • Working knowledge of CDBG or similar federally funded program(s).

  • CEQA knowledge and experience preferred.

  • Experience coordinating with regulatory agencies, stakeholders and subrecipients.

  • Fundamental understanding of procedural requirements including consultation, permitting, public engagement, and compliance monitoring.

  • Experience drafting policies and procedures, public notices, memorandums of understanding/agreement and other environmental documentation.

  • Experience in disaster recovery or emergency management setting is preferred.

  • Proficiency with MS Office, Adobe Pro, virtual meeting services and similar software programs.

  • GIS and data management/system of record experience is a plus.

  • Ability to analyze environmental documents, recommend courses of action to solve problems, meet client needs, expectations, and shifting priorities/timelines.

  • Ability to perform duties accurately and independently and to prioritize tasks and meet deadlines.

  • Effective written and oral communication skills.
