The USAID-funded Water, Sanitation, and Hygiene Finance (WASH-FIN 2) project, implemented by Tetra Tech International Development, is currently accepting expressions of interest from qualified candidates for a Monitoring, Evaluation, and Learning (MEL) Specialist.
Position Description: WASH-FIN 2 is a five-year global flagship water and sanitation finance activity aimed to mobilize US $375 million by 2027 for climate-resilient water and sanitation services and strengthen at least 165 sector institutions and service providers. WASH-FIN 2 will mobilize funds from a mix of private investments, government appropriations, and user fees, and implementation will focus on addressing bottlenecks in the enabling environment, including policy, legal, and regulatory challenges. WASH-FIN 2 is working to achieve these objectives by:
* Strengthening Governance and increasing public funding for water and sanitation services.
* Improving Performance of water and sanitation service providers by enhancing climate resilience and financial, management and operational efficiency.
* Mobilizing Finance by providing project preparation, transaction advisory and facilitation services for public and private finance; and
* Advancing Global Learning and Partnerships through improved coordination and knowledge sharing.
WASH-FIN 2 requires the services of a Monitoring, Evaluation, and Learning Specialist to support implementation of the Monitoring, Evaluation, and Learning Plan, including oversight of data collection, cleaning, analysis, and project reporting.
Responsibilities:
* Manage the implementation of program MEL plan including data collection tools and processes, data analysis, and drafting the reporting for quarterly and annual reports and other reporting as needed.
* Lead the collection, validation, and reporting of program-level data and provide accurate, concise, summarized reporting against performance and context indicators for program reports.
* Ensure program data and results are accurate, reliable, and verified with supporting documentation.
* Develop tools and procedures for data collection to ensure adherence to PIRS requirements and identify best practices for data quality.
* Maintain context monitoring tools, including (but not limited to) ISP Performance Database and WSSP-Financier Interaction Tracker, and Quarterly Pipelines.
* Ensure that data from activities, grantees, subcontractors, partners, are input into the established program database and USAID's Development Information System (DIS) in a timely and effective way.
* Provide guidance and hands-on assistance to all WASH-FIN 2 staff on issues related to MEL.
* Develop resources and provide training and support to relevant stakeholders on the project's MEL systems and data collection and reporting tools and procedures.
* Document changes to data collection tools/methods resulting from ongoing learning.
Minimum Qualifications Required:
* Minimum bachelor's degree from an accredited university.
* Minimum of three (3) years of relevant experience overseeing and/or directly executing MEL processes in an international development context.
* Proficiency in development and implementation of MEL plans.
* Demonstrated proficiencies in digital data collection methods, cloud storage, and data visualization tools.
* Familiarity with the water and sanitation sector and/or with finance/economic growth sectors of development assistance is preferred.
* Ability to accommodate work in early morning hours of the Eastern US time zone as needed to align availability with country teams, especially those located in East Africa and India.
* Current U.S. work authorization is required at the time of application.

The anticipated pay range for this position is $70,000 to $90,000 annually.
