Job Description:

The Manager of Proposal Operations is a critical member of HunaTek's business development team, serving as the lead for proposal initiatives and as an individual contributor overseeing specific proposal efforts as needed. Reporting to the Vice President of Business Development, this role is responsible for developing and managing the company's proposal processes, guidelines, and resources across all subsidiary units. This individual ensures the effective coordination and submission of high-quality RFI and RFP responses while fostering consistency and excellence throughout the new business process. In addition to proposal coordination and management, the Manager of Proposal Operations oversees the development, organization, and continuous improvement of proposal resources, including content repositories, templates, graphics, and corporate experience archives. This role is pivotal in driving the company's ability to deliver compelling, compliant, and winning proposals. Essential Job Functions Proposal Development & Coordination:
  • Establishes and enforces proposal processes and guidelines, ensuring the consistent use of tools like the Capture-to-Proposal (C2P) system and CRM platforms.
  • Leads and supports the development of winning bid responses in partnership with capture managers, proposal managers, and technical teams.
  • Reviews and analyzes RFP, RFI, and RFQ documents to identify and address proposal requirements, win themes, technical approaches, and compliance needs.
  • Ensures proposals are error-free, technically sound, and delivered on schedule.
  • Manages schedules for color-team reviews (e.g., Pink, Red, Gold teams) and incorporates feedback into final submissions.
  • Serves as Proposal Manager on specific opportunities, executing all necessary functions to ensure on-time delivery of compliant, high-quality proposals.
Proposal Resource Development & Management:
  • Develops and maintains a centralized repository of reusable proposal resources, including:
    • Corporate experience and past performance summaries.
    • Management and technical capability responses.
    • Case studies, testimonials, and certifications.
    • Templates, graphics, and standardized proposal sections.
  • Enhances the knowledge management system to streamline proposal preparation and improve response quality.
  • Tracks and allocates proposal resources, aligning staff availability with proposal schedules and identifying gaps to ensure timely delivery.
  • Continuously improves proposal processes by implementing feedback from debriefs and team reviews.
Business Development & Marketing Support:
  • Collaborates with BD executives and capture managers to develop and execute opportunity-specific strategies.
  • Coordinates and refines content for marketing collateral, ensuring professionalism and alignment with company messaging.
  • Assists with the development and maintenance of website content related to HunaTek's capabilities and offerings.
Continuous Improvement & Feedback:
  • Conducts post-submission debriefs to document successes, lessons learned, and areas for improvement.
  • Integrates findings into resource updates and future proposal strategies.
  • Contributes to process improvement initiatives aimed at enhancing proposal efficiency and quality.
Skills and Qualifications Required Experience:
  • 8+ years in proposal coordination or management, with a demonstrated ability to lead successful proposal submissions.
  • Proven expertise in resource development and knowledge management for proposal content.
  • Experience working with BD teams, operations leaders, and pricing leads to ensure alignment in technical, management, and cost strategies.
  • Strong editorial skills to ensure error-free and professional submissions.
  • Proficiency in proposal management tools such as Capture-to-Proposal (C2P) and CRM platforms.
Skills & Attributes:
  • Excellent organizational, communication, and interpersonal skills.
  • Strong ability to prioritize tasks, manage schedules, and allocate resources effectively.
  • Expertise in solicitation decomposition (solicitation shreds) and developing compliant working documents (compliance matrices, resource driven outlines (RDOs), etc.
  • Analytical skills to interpret complex solicitation documents and develop tailored responses.
  • Familiarity with compliance requirements and federal contracting processes.
