This position will enhance the functioning of the university by providing specialized services and expertise within a defined subject matter of HR to employees, HR professionals, and unit/departmental leadership. The individual in this position will be accountable to the Chief HR Officer and Associate Vice President and serve as a member of the University HR Senior Executive staff.
Specific Job Duties and Tasks:
Work with HR leaders to develop strategic plan for University HR
Lead the development, implementation, and acceptance of strategic initiatives (new programs, policies, procedures, systems, and training) based on extensive knowledge in area of expertise
Assure legal compliance of HR policies, practices, programs
Provide oversight and supervision for compliance functions for faculty, staff across campus to increase effectiveness and efficiency including Employee and Labor Relations, Faculty and Staff Disability Services, Leave Management, and Immigration Services
Lead the strategic and operational activities for assigned departments within UHR including ELR, FSDS and Immigration Services
Responsible for the decisions and risks arising from the operations of the assigned departments and their impact upon the University and Board of Regents, State of Iowa
Utilize expert analysis, metrics, and key performance indicators in formulating data driven decisions to optimize operational efficiencies and make best practice recommendations to campus leaders and external constituents.
Lead the development, implementation and auditing of HR policies and practices related to staff
Provide expert knowledge to guide leaders in their decision-making within highly complex specialty areas
Provide advice and input to the Vice-President(s), Deans, Provost, President, and Board of Regents Office
Develop and implement policies and practices that support staff engagement in the workplace Collaborate with individuals within HR and collegiate/divisional leaders to develop training and obtain support

Required Qualifications:
A Juris Doctor or equivalent degree in Law from an accredited law school
Experience (typically 7 or more years) in the areas of legal and/or compliance and employee and labor relations
Experience leading, motivating, evaluating, and rewarding a team of professional staff
Extensive Knowledge of federal and state laws, regulations, and policies relevant to human resources
Clear and concise written and verbal communication skills
Strong relationship management, teamwork and influencing skills, including proven experience in championing the adoption of new tools and techniques
Demonstrated experience in navigating complex employee centric cases
Proficient computer skills utilizing Microsoft Office
Proven ability to make sound, strategic decisions that align with institutional goals and values, particularly in complex or sensitive employment situations.
Demonstrated job-related experience with and commitment to promoting a welcoming and respectful workplace environment.
Desirable Qualifications:
Knowledge of immigration law and its application to a university/health care environment
Proven success in leading and implementing projects to improve efficiency
Experience working in an education environment and/or knowledge of university policies and practices
Experience working effectively in a large and complex organization
Professional Certification related to HR (e.g., SPHR, SHRM-SCP, etc.).
