Galapagos Federal Systems LLC is seeking a highly skilled and dedicated Program Security Specialist Level three to join our dynamic team of professionals. This position plays a pivotal role in managing and safeguarding Collateral, SCI, and SAP security programs for the USSF.
As a key member of the program security team, you will oversee and execute personnel, physical, industrial, and information security operations while ensuring seamless day-to-day program activities. Your responsibilities will include managing personnel security operations within the Defense Information System for Security (DISS) and the Joint Access Database Environment (JADE), conducting security indoctrinations, and facilitating the rapid integration of military, civilian, and contractor personnel.
You will also lead in/out processing procedures, oversee access control for multiple secure facilities, and act as a trusted advisor on security matters to civilian personnel and senior leadership. Additionally, you will support government inspections and audits, ensuring full compliance with DoD regulations and standards.
This role offers the opportunity to shape and refine security policies and Standard Operating Procedures (SOPs), presenting innovative drafts and proposals to government decision-makers. Your contributions will directly enhance mission readiness and operational excellence.
Compensation Minimum: $115,000
Compensation Maximum: $125,000
Job Requirements:
Skills / Experience Required
Maintain and possess a Top-Secret clearance with Sensitive Compartmented Information (TS/SCI) eligible
4+ years' experience in SAP/SCI environment and worked in this environment within the last five years
10+ years of relevant experience within the Department of Defense (DoD), offering a deep understanding of the intricacies of defense operations
Experience working classified computer systems such as Scattered Castles/JWICS/SGN
May be required to consent to and successfully complete a government counterintelligence scope polygraph
Lead the implementation of robust processes across Physical Security (PHYSEC), Information Security (INFOSEC), Personnel Security (PERSEC), and Industrial Security (INDUSEC), ensuring compliance with regulatory standards
Ability to manage physical security operations and risk management to safeguard classified information
Oversee the destruction of classified materials in accordance with established procedures
Assist in processing inbound and outbound data transfer files to ensure secure handling
Handle the research, processing, filing, and maintenance of inbound and outbound visit notices
Escort facility visitors, manages associated logs, and oversees badging during portfolio days
Support physical security personnel with entry and exit inspections and maintains facility access control systems, including visitor control
Conduct security vulnerability assessments throughout acquisition and development processes, implementing preventive measures to mitigate risks
Develop, update, and review policies and procedures for secure facilities, including SOPs, OPSEC plans, and mission partner security requirements
Prepare and deliver briefings, training sessions, consultations, and strategy discussions to secure cooperation and convey program changes
Apply critical thinking and initiative to resolve complex problems, prioritize tasks, and develop processes within Collateral, SCI, and Program Security
Utilize the Defense Information Security System (DISS) as the DoD enterprise system for SCI and Collateral PERSEC, and the Joint Access Database Environment (JADE) for Program PERSEC
Verify accesses, creates Program Access Requests (PARs), and determines Program access eligibility as a Special Access Program Personnel Security Officer (SPO)
Provide guidance on classification marking, accountability, control, storage, safeguarding, downgrading, declassifying, and destruction of classified materials
Ensure compliance with physical security programs for assigned facilities
Support the security compliance team by preparing documentation, including self-inspections and Fixed Facility Checklists
Assist managers in implementing policies and procedures for safeguarding classified information, including access controls, storage, transmission, and destruction
Incorporate lessons learned into Collateral, SCI, and SAP security education and awareness programs
Manage the Special Access Program Nomination Process (SAPNP) for personnel access approval
Coordinate with Program Management on PARs and SCI nominations, ensuring proper vetting of candidates
Support and maintain sponsorship of mission partner SCI-indoctrinated personnel, ensuring training and reporting compliance at partner facilities
Review Program Security Classification Guides (SCGs) for administrative accuracy, formatting, and marking compliance in coordination with the responsible Program Manager
Conduct and document facility reviews and facility close-outs for supported programs
Monitor, report, and track corrective actions resulting from compliance reviews
Travel to support the program management team at industry and government locations
Education / Certifications
Master of Arts (MA), Master of Science (MS), or Master of Engineering (ME) degree, with the flexibility to consider extensive work experience as a substitute for formal education
Center for Development of Security excellence (CDSE) Security Specialist Course
