The OTT & Broadcast Systems Engineering Manager is a hands-on manager that also supervises a team of engineers that provide technical consultation and support for all Master Control, Broadcast Transmission Systems, File Conversion Systems, and IP Stream Encoding Systems as needed by Weather Group Television and Allen Media. This position also applies a holistic approach to meeting strategic objectives through best in practice technical design, configuration, and system support for audio, video and IT systems related to our broadcast systems. The OTT & Broadcast Systems Engineering Manager will participate in engineering group projects, provide consultation on system design reviews with key engineering staff, and will support efforts to make sure all document and technical standards are met. They will lead the management and support of broadcast and IT technical equipment using best in practice support techniques by employing a solid knowledge of a mixed analog/digital, and HD SDI/IP based broadcast environment.
The OTT & Broadcast Systems Engineering Manager may be occasionally called on to help support the maintenance team on engineering support duties related to projects and systems they have supported.
The OTT & Broadcast Systems Engineering Manager is a hands-on manager, has direct reports and reports to the VP of Broadcast Engineering.
Essential Duties and Responsibilities:
Will coordinate with the IT and Cybersecurity team to develop & deploy critical activities identified by CSRIC WG4 Broadcast Subgroup.
Provides technical and customer support for all video/audio Master Control systems and transmission equipment.
Manages business technical relationships with broadcast uplink and IP stream providers.
Assign and proactively manage internal customer service requests.
Ensure that repairs are performed proficiently and repair records are kept up to date.
Ensure that preventive maintenance is performed on appropriate systems.
Help drive security compliance by implementing policies and driving remediation of identified risks and control deficiencies. Ensure that scheduled system checks are performed.
Provide effective communication to engineering customers through direct contact and electronic means.
Demonstrate a strong desire to continually increase technical and operational knowledge of all staff, equipment and systems used by TWC.
Will be on call (carry cell phone) for technical issues.
Work with the Engineering Management to develop and ensure compliance of technical standards and practices.
Will participate in hiring decisions for engineering department support staff.
Work with engineering management to help develop & manage support budgets.
Will help develop staff growth and perform staff performance reviews.
Accepts new assignments and technological challenges as required by an ever changing dynamic broadcasting environment.
Qualifications Required:
Minimum of two years technical training and 6 years as an engineering supervisor or manager.
Demonstrated knowledge and experience in master control technical systems, broadcast automation systems, video/audio systems, broadcast IP & streaming systems and satellite transmission systems.
Is functional with Elemental Encoding Systems, Morpheus Automation, Commscope Transmission Encoding Systems, Harmonic Server Playback Systems, Evertz Master Control Technology, and WSI graphics systems and video over IP transmission systems and/or similar systems.
Be proficient in the use and troubleshooting of video production test equipment, broadcast test gear, spectrum analyzers, stream analyzers, and compression systems.
Knowledge of National Institute of Standards and Technology (NIST) framework, Communications Security, Reliability and Interoperability Council (CSRIC) best practices.
Excellent verbal and written communications skills.
