Job Profile/Summary:

The Program Manager is responsible for the successful operation of the Program Office in support of Workforce Management Solutions the client engagement. The goal of the MSP Program Manager is to consistently drive client and supplier satisfaction and maintain program efficiencies. The role of a MSP Program Manager is dynamic and requires a flexible individual to engage in a wide variety of functions, projects and tasks. The ideal candidate has broad knowledge of the MSP/VMS industry and open to a wide range of projects within Client. Examples include daily contingent labor transaction processing, procure-to-pay SOW processing, assisting with implementations of MSP/VMS, program refresh projects, QBR creation and presentation, market research along with developing and maintaining client/supplier relationships. The Program Manager will provide recruitment subject matter expertise, user counseling, problem resolution, and management reporting. Ideal candidates will function well in a team environment along with being able to work independently.

Responsibilities:

The Program Manager is responsible for identifying and developing relationships with primary stakeholder, hiring managers and other program users to their fullest potential in order to fill job requisitions across suppliers. The overall goal is to decrease direct sourcing, increase utilization of the program and continually improve the user/customer experience.
• Provides oversight to the team, including but not limited to:

o Screens resumes and selects the most qualified candidates to present to the Client

o Reviews resumes for inordinately high bill rates and negotiates with suppliers

o Solicits feedback on presented resumes from Hiring Managers and disseminates that feedback as necessary

o Respond to Suppliers with any feedback on candidates

o Ensure and provide hiring manager interview feedback to Supplier
• Establishes and maintains a proactive, positive working relationship with customers and suppliers through regular phone and virtual contact. Performs regular meetings/connects and promotes effective communication with the customer.
• Building trust with internal and external stakeholders and serving as the primary point of contact for escalations
• Evaluating current projects, strategies, pipelines, tools, technologies, etc. using data and metrics, along with discovering, recommending, and establishing the best MSP practices and solutions.
• Provide contractor market knowledge (including general availability of skills, and rate guidelines)
• Provide guidance on relevant contingent workforce legislation.
• Assist in the development and definition of processes, documentation of processes, project plans, etc.
• Ensure the program management team adheres to the right process of vendor resume screening, interview coordination, and offer presentation and negotiation.
• Conduct regular follow-ups with managers to ensure contract success and to provide early mitigation of issues.
• Problem resolution for any variances from the predefined system/process
• Communication to and training of hiring managers and agencies on contract recruitment process
• Provide regular and ad-hoc operational reports and trend analysis for managers and executives on the recruitment process, contractor procurement, and staffing agency effectiveness.
• Responsible for recommending new services/processes to customers to support customer's success.
• Ensure the Quarterly Business reviews are being carried out by providing the program-related information and by getting it coordinated through all the relevant stakeholders.
• Manage Data in VMS and associated systems
• Ensures that project/department milestones are met while adhering to approved timelines.
• Work with program teams to ensure delegation of work and service coverage
• Provide initial and on-going training to team members, clients and suppliers
• Serve as a strategic business advisor to our clients
• Assures all program team members are appropriately trained on the VMS and program procedure policies
• Manages all program resources assigned to perform tasks according to the plan; sets expectations concerning program performance
• Prepares and delivers both weekly and monthly reporting to Leadership on all program activities and issues
• Serves as main point of contact for the day-to-day client sponsor
• Act as liaison between the customer's and supplier's senior management
• Responsible for successful achievement of all service level agreements
• Ensures program is being managed on budget
• Work with the accounting team to ensure invoicing and supplier payment process if performing without error or delay
• Any other duties as assigned by manager

Mandatory Skills
• 4+ years of proven experience within the Staffing Industry, MSP, or Procurement Industry
• Minimum 1-2 years of experience as an Account Manager, Customer Satisfaction, Program Management, Account Executive, or any other relatable role.
• Experience with Fieldglass, Beeline, or comparable VMS
• Experience working directly with managers and managing full life cycle recruitment processes.
• Ability to effectively communicate with and respond to questions from managers, executives, staffing agencies, and contractors.
• Ability to prioritize, multi-task, and solve problems.
• Experience in a high-volume, fast-paced environment
• Experience working with vendor management systems (VMS)
• Understanding of recruiting metrics, report development, and analysis
• Strong written and verbal communication skills
• Ability to work well with all levels of the organization.
• Strong relationship-building skills and proven negotiation and influencing skills.
• Proficient in Microsoft Office applications, including Word, Excel and PowerPoint
• Familiar with relevant contingent workforce legislation (including co-employment, overtime etc...)
• Meet or exceed client KPIs and attain expected goals and results
• Knowledge of staffing supplier MSP contract language and requirements
• Strong experience in financial forecasting management to meet or exceed the set budget
• Proven top-notch customer satisfaction

• Ability to multi-task and consistently meet deadlines
• Ability to provide support, training and guidance to Program Office personnel
• Excellent presentation skills and have the ability to present effectively to large customer groups
• Ability to travel as needed
