Job Description:

The Nebraska Department of Labor wants you to join the Unemployment Insurance (UI) Tax Division as UI Tax Field Representative Supervisor. We are looking for a candidate with strong leadership skills to supervise and direct operations for the field staff. We are looking for an individual that has strong organizational and communication skills, can manage multiple priorities, and has knowledge of unemployment insurance tax laws.


Successful candidate will be required to complete and pass a Federal Background Check, which includes being fingerprinted.

Examples of Work



  • Plan, direct, and supervise field operations for the field representatives located in the NDOL offices.




  • Hire and train field staff in statute, policies, and procedures within the unemployment insurance program.




  • Determine and assign geographic field territories based upon employer population and workload.




  • Assign and review all daily work to ensure that appropriate action is taken to accurately complete the assignment.




  • Review expense records and daily reports of field representatives for compliance.




  • Supervise and assist field representatives in planning work and applying operating procedures, statute, and administrative codes in all daily work assignments to ensure all desired levels of achievement are met.




  • Responsible for the coordination of wage protests between the benefits and tax programs. This includes receipt, assigning, review action taken, and resolution of issue identified.




  • Evaluate individual needs for staff training; assist in developing training programs and in conducting formal training sessions.




  • Represent the department at tax hearings. Inclusive of researching basis of hearing, create exhibits for legal department and the appeals tribunal, and be able to offer direct testimony at said hearing.




  • Furnish technical/supervisory support to the UI Tax Administrator and UI Tax Field Manager in the formulation, implementation, and maintenance of system related and functional procedures.




  • Review any complaints from internal or external customers and formulate a course of action to bring resolution to the problem.




  • Supervise the staff of the Contributions section during absences of the UI Tax Manager and UI Tax Administrator.






Requirements/Qualifications




Minimum Qualifications: Post high school coursework/training in business or public administration, finance, accounting, social/behavioral sciences or related field. Five years' experience in an employment services, unemployment insurance or human services field assessing documents and records or performing accounting functions with direct public contact; OR five years' experience as an Unemployment Insurance Field Representative; OR any combination of experience that equals five years. Training or experience in supervision and employee performance evaluation, program analysis/evaluation or policy development.



Preferred Qualifications: Bachelor's degree in business or public administration, finance, accounting or related field. UI Tax Supervisory experience.



Other: Must have a valid driver's license or the ability to provide independent authorized transportation. Successful candidate will be required to complete and pass a Federal Background Check, which includes being fingerprinted.

Knowledge, skills, abilities




Knowledge of: the principles and techniques of leading, monitoring and/or supervising others; State and federal Unemployment Insurance laws; Unemployment Insurance processes and procedures; the principles and practices of organization.



Skill in: presenting information clearly using various media; maintaining self-control and composure under trying conditions; data analysis; Microsoft Office Word, Excel, Outlook, PowerPoint).



Ability to: manage human resources; plan, assign, direct and evaluate the work of staff; learn and interpret State and federal Unemployment Insurance program rules and regulations; learn and interpret agency policies, procedures and guidelines related to assigned program areas; interact with diverse groups and individuals to exchange information; communicate electronically, on paper, or in person to disseminate information; analyze and interpret programs and the procedures/processes used to achieve agency goals; analyze data to identify relevant facts; use typical office computer software and compile and present reports.
