Job Description SummaryThis position serves as the Chief Compliance & Privacy Officer (CCPO) for the University and is responsible for providing leadership in support of the University-level compliance program. With guidance from the Vice President & General Counsel, the CCPO is primarily responsible for establishing and leading the University Compliance and Privacy programs and developing and executing a comprehensive University-wide compliance strategy. The CCPO must have a deep understanding of the regulatory landscape governing academic institutions and the ability to enhance and streamline compliance efforts, foster collaboration across organizational boundaries, and drive a culture of proactive risk management while addressing the challenges inherent in a complex, dynamic, and decentralized organization.
Job Description


Essential Functions:



The CCPO:




  • Establishes, directs and oversees the compliance planning process and integration of the program goals with University strategic priorities to include the strategic compliance program updates, review, approval, implementation, and evaluation.




  • Monitors the external environment; federal and state legislative and regulatory agendas; University business processes and activities; internal and/or external reports related to non-compliance; and other relevant areas to evaluate potential areas which might impact the University and require potential risk responses.




  • In consultation with the Vice President & General Counsel, defines the compliance risk universe for the University. Constructs and executes a proactive risk-based annual compliance work plan to assess, plan, and manage activities to determine whether compliance risks are appropriately mitigated by compliance risk owners and plans.




  • Fosters a collaborative compliance culture across the University and enables the compliance community to work strategically by building relationships and partnerships across the University (and with the School of Medicine) and enhancing the brand of Compliance Services as a value-adding function.




  • Engages with other functions across the University such as risk, finance, information technology, and security, to improve and facilitate compliance monitoring.




  • Manages the day-to-day operations of the Conflict of Interest and Commitment program and associated software tools.




  • Performs compliance reviews in collaboration with constituent divisions, departments, and University units for monitoring and managing institutional wide compliance risks, and partnering, as needed, with Chief Audit Officer and other stakeholders.




  • Monitors the components of the institutional compliance program that are owned by departments other than A&C Services. Establishes regular compliance reporting to help senior leadership understand and address compliance risks within their spans of control.




  • Provides leadership in addressing University issues that are identified through compliance monitoring or discussions with departments. In consultation with the University's Legal Department, researches the relevant laws / regulations and assesses the identified concern through the collection and interpretation of appropriate information.




  • Develops, communicates and maintains the University's Privacy program, including responsibility for assessing and triaging emergent privacy issues, such as data breaches. Works with the Chief Information Security Officer to maintain and manage the University's data incident response policy and plan.




  • Assists in supporting University departments that are under external regulatory review.




  • Cultivates strong relationships with University compliance owners in areas such as Office of Institutional Equity, Athletics, Financial Aid, Research, Online Programs, and Global Studies. Coordinates with compliance risk owners to support, develop, and deploy a unified compliance education and outreach program to proactively provide educational resources to key stakeholder groups.




  • Maintains oversight for the University's compliance hotline and coordinates the investigation of and responses to reported complaints.






Required Education, Knowledge, Skills, Abilities:




  • Bachelor's degree from an accredited college or university.




  • Minimum of 8 years of related experience in a complex university or health system environment.




  • Ability to multi-task to manage concurrent compliance workstreams




  • Deep understanding of University regulatory environment




  • Strong leadership ability to train and motivate others




  • Skilled in interpersonal relations and able to influence at all levels




  • Ability to work with management




  • Excellent communication, including verbal, written, and listening skills




  • Strong analytical abilities




  • Extensive working knowledge of compliance frameworks




  • Proven ability to act as a leader, team player and facilitate groups






Preferred Education, Knowledge, Skills, Abilities:




  • Master's Degree in Business, Law, or other compliance related area




  • Certified Compliance and Ethics Professional (CCEP)




  • Certified Internal Auditor (CIA)




  • Certified Information Privacy Professional (CIPP/US)






Accountabilities:

  • Some budgetary responsibility
