The CSA Field Assistant-II (FA-II) is responsible for assisting with the operation, maintenance and repair of the CSA water transmission system, property, buildings, dams, reservoirs, and recreation areas under the supervision of the Assistant Operations Manager (AOM) and the CSA Operations Manager. The Field Assistant-II assumes the responsibilities of the AOM when the AOM is not available. Must be mechanically inclined and experienced with the use of computer software, miscellaneous hand tools and power equipment. Requires a variety of physical abilities: climbing, stooping, kneeling, crouching, etc. Ability to exert up to 100 pounds of force and to lift 100 pounds. Ability to work in extreme conditions: heat, cold, noise, fumes, odors, dusts, gases, confined spaces (including pipeline tunnels), etc.
Reporting Relationship
This position reports directly to the CSA Assistant Operations Manager.
Major Accountabilities and Responsibilities of the CSA Field Assistant-II
Responsible for assisting the AOM and assumes the responsibilities of the AOM when the AOM is not available, in maintaining CSA property, structures, recreation facilities, rights of ways/easements including but not limited to: Weed control, grass cutting, valves, blow-offs, manholes, meters, maintenance, and repairs.
Ensure maintenance and repair of all CSA vehicles, trailers, power equipment, skid steer, mowers, Steiners, tools, etc.
Assist the AOM in the general oversight of all CSA construction projects.
Assist the AOM in the supervision of CSA designed and implemented construction projects.
Assist the AOM in all system repair work performed by CSA’s general contractor(s).
Safety of the Authority property by removing dead/fallen trees, remove garbage, snow plowing, grass cutting, etc.
Perform any other duties as assigned by CSA management or AOM.
Thorough knowledge of CSA SCADA System and ability to operate the system in the absence of the AOM.
Thorough knowledge of CSA water distribution system with ability to manipulate all valves, air vents, and blow-offs to regulate water flow.
Ensure that all customer and reservoir meters are maintained correctly and customer meter readings are performed on a monthly basis and that accurate meter reading data is input to the Water Billings spreadsheet, for invoice preparation by the CSA office assistant.
Operation of all valves in the Quemahoning Reservoir necessary for whitewater releases.
Assist the AOM in the supervision of and delegation of job assignments for all tasks related to the Field Assistant-I and part-time help while adhering to safety standards.
Generate and disseminate “Good Morning From the CSA” Report.
Perform monthly Piezometer Readings and Report.
Perform monthly Rectifier Readings and Report.
Quarterly Dam Inspections.
Coordinate Annual Crane Inspections located at the reservoirs.
Responsible for inspection and maintenance of fire extinguishers.
Read and complete PA One Call tickets and properly mark CSA water lines.
Be available 24/7 for emergency conditions.
MUST possess - PADEP Class E water operator certificate. Or be willing to acquire the operator certificate.
Job Requirements
Demonstrate thorough knowledge/operation of: CSA water meters, valves, blow-offs, air vents, water piping systems including “pressure zones.”, pump stations, electrical and mechanical systems and the CSA SCADA System.
Experience using: Microsoft Office software; mainly Excel, Word and Outlook.
Highly motivated and a self-starter.
General understanding of public recreation facilities and programs.
Ability to operate snowplow, lawn mowers, weed whackers, chain saw, gas detector, mechanized tools and equipment, manual transmissions, skid steer, Steiners, crane, etc.
Educational Requirements
High School graduate or equivalent with mathematical/algebra strengths.
