Key Responsibilities:
1. Provide thoughtful and visionary executive leadership that is inclusive, transparent, and empowering in a manner that supports the organization's mission, vision, and strategic plan as defined by the Board of Directors.
2. Implement strategic plans as set by the Board of Directors, as well as annual goals and objectives; financial, program and administrative management; and leadership of the organization. Guidance and direction are provided by the Chair of the Board, and by the Board and its Executive Committee.
3. Promote BCFS HHS services to individuals, other service organizations and governmental organizations and agencies with a focus on collaborative communication. Represent agency by maintaining positive relationships and communication with the community, churches, the public, government, state, and other federal agencies that result in a positive image and excellent reputation of organization.
4. Direct and participate in public relations and fundraising activities; lead or support activities to raise funds or otherwise solicit and gather monetary donations or other gifts for the organization.
5. Establish goals and budgets; develop policies to be approved by the Board of Directors and procedures.
6. Monitor and approve the organization's program services to ensure the achievement of the mission and goals of BCFS HHS in collaboration with and support of the Board of Directors.
7. Oversee management and attainment of resources necessary to ensure the stable financial operations of the organization are conducted in accordance with applicable laws. Negotiate lease agreements, and other vendor service contracts with governing body approval.
8. Establish and maintain effective communication channels within the organization and with external stakeholders, including the Board of Directors, donors, partners, and the community.
9. Serve as the primary ambassador and spokesperson for the organization, cultivating relationships with donors, funders, and other key stakeholders.
10. Develop or support the development of and execute comprehensive fundraising strategies to secure financial resources necessary to support the organization's programs and initiatives.
11. Diversify revenue streams and explore innovative fundraising opportunities to enhance the organization's financial sustainability.
12. Ensure sound financial management and fiscal accountability, including budgeting, financial reporting, and compliance with regulatory requirements.
13. Monitor organizational performance against established metrics and key performance indicators, making data-driven decisions to drive continuous improvement.
14. Oversee staffing activities of the organization, including supporting the recruiting, training, mentoring, and evaluating both paid and volunteer staff.
15. Provide leadership to BCFS HHS staff by developing administrative and operational standards by which goals will be met.
16. Foster a culture of innovation, collaboration, and continuous improvement throughout the organization.
17. Work effectively in a variety of situations, with individuals from diverse backgrounds, and with those who represent current or future strategic partners in a way that is situationally strategic and grounded in high integrity.
18. Oversee the development and implementation of policies, procedures, and systems to optimize organizational effectiveness and efficiency.
19. Implement and maintain effective risk management practices to safeguard the organization's assets and reputation.
20. Oversee the organization's financial structure, ensuring adequate and sound funding for the mission and goals of the organization.
21. Oversee the development, implementation, and evaluation of programs and services that advance the organization's mission and address the needs of its constituents.
22. Monitor program outcomes and impact, using data and feedback to inform programmatic decisions and drive positive change.
23. Cultivate strategic partnerships and collaborations to enhance the organization's capacity to achieve its goals and objectives. Explore, identify, and promote industry best practices, facilitate optimum delivery of services and ensures the safety and well-being of the service population and staff at multiple sites and locations.
24. Provide effective leadership and support to a geographically dispersed team, ensuring strong communication, collaboration, and alignment across all functions. Promote communication and cooperation among divisions to create a spirit of unity in the organization.
25. Foster a cohesive team culture in a virtual environment by utilizing technology.
26. Provide overall leadership and direction to the executive team and staff, ensuring alignment with organizational goals and objectives. Provide strategic leadership for all functions of the organization in accordance with the mission, objectives, and policies. Promote communication and cooperation among departments to create a spirit of unity in the organization.
27. Demonstrate that staff and client safety is a core value, ensuring that the management team conforms with company and industry standards and is actively engaged in the safety improvement process.
28. Ensure that the organization is in compliance with regulatory requirements or standards with affiliated and regulatory agencies and that the Organization has standards and measures in place that define effective safety practices, train to those annually, and identify vulnerabilities and strategies to mitigate risks.
29. Serve as point of escalation, feedback and approval for operational incidents ensuring that all incident reports are completed, up to date and submitted to the appropriate support office for archiving.
30. May be assigned special projects periodically by the Board of Directors.

Critical Action Items & Measurable Deliverables:
1. Functions as the Chief Operating Officer of the organization, as outlined in the bylaws.
2. Responsible for BCFS Health and Human Services' overall growth, performance, personnel, and operations, to include Director's work achievements, fiduciary responsibilities, and deliverables.
3. Utilize relationships, prior experiences with federal, state, and local foundations to evaluate new program opportunities, including analyzing potential markets, assessing unmet needs, service gaps, and identifying competitors; track forecasted federal grants/contracts, and prepare, plan and target funding solicitations.
4. Develop, communicate and execute, an annual plan for significant multi state growth that is specific, measurable, achievable, relevant (cutting edge) and time based for expanding current services and enhancing existing ones.
5. Develop strategies to ensure the best workplace culture and operational gold standards are implemented across the organization.
6. Review monthly financials, staffing trends, program data, risk mitigation and report on activities, and recommendations to senior level leadership and/or board of director, as indicated.
7. Maintain effective written and verbal communication with a dedicated Board of Directors (as applicable), program staff, community partners, key stakeholders, and federal/state entities in accordance with federal regulations and performance standards.
8. Responsible for the preparation, packaging and distribution of quarterly board books, with prior concurrence of board chair.
9. Conduct site visits of office locations monthly to ensure buildings, grounds and equipment are clean, in good working order and meet the standards and values of the organization.
10. Identify innovative or non-traditional opportunities for professional growth for senior executives and mid-level potential executives (weekly consultation, monthly leadership and quarterly all staff meetings).
Requirements:
1. Minimum of a bachelor's degree in, business, human services, or a related field is required. A master's degree is strongly preferred.
2. 8+ years of experience in a senior management role with proven leadership ability.
3. Strong program development skills, with a track record of securing significant contracts from diverse sources.
4. Previous experience in for-profit, non-profit, or headquarters office preferred. Proven ability to network with both local and national decision-makers who can invest in both the revenue earned and philanthropic arms of the organization.
5. Excellent managerial and financial skills with a thorough understanding of best practices in all areas and phases of business operations.
6. Thorough understanding of management and financial practices in all areas and phases of non-profit/business operations.
7. Proven ability to build and lead high-performing individuals and teams with a wide range of individuals representing various backgrounds, levels of training, and career stages.
8. Demonstrated excellent leadership skills through command presence and reinforcement of agency mission, vision, and culture to drive a passionate, engaged, and accountable workforce.
9. Strong written and oral communication skills to inspire, grow, manage, and coach a high-performing team.
10. Software experience and proficiency in Microsoft Office and Excel. Knowledge of Salesforce is a plus.
11. Demonstrate the ability to: a) Respond sensitively and competently to the service population's cultural and socio-economic characteristics, b) Work collaboratively with other staff members, service providers and professionals, c) Organize and prioritize responsibilities and duties efficiently, and d) Work in a fast-paced environment, with minimal supervision and always maintain emotional control and professional composure.
12. This position requires a willingness to travel to operational locations on a regular basis.
13. Work a flexible schedule including availability nights, holidays, and weekends - travel required.
14. Pass a pre-employment drug screen and random drug screens throughout employment.
15. Provide proof of work eligibility status upon request.
16. Pass pre-employment and biennial criminal background checks.
17. Perform other job duties to benefit the mission of the organization.
