Project Manager Regulatory II

Salary Grade: G05
Minimum  Midpoint  Maximum
$90,316 - $121,926 - $153,536

SUMMARY:  
Recommends and implements strategy and manages regulatory activities and communications related to the New Mexico Public Regulation Commission (NMPRC), the Federal Energy Regulatory Commission (FERC), and other state and federal regulatory agencies to meet the Company's business and regulatory objectives. Manages Company processes relating to regulatory matters that immediately affect the Company's business success and earnings, including  applications, on-going case filings, rulemaking and inquiry proceedings, testimony and discovery, hearings, compliance reporting and training, workshops, and public proceedings.

ESSENTIAL DUTIES AND RESPONSIBILITIES: 
Manages cross functional teams preparing state or federal regulatory filings;  ensures compliance with applicable regulations and laws and for accuracy and consistency with the Company's business and regulatory objectives.
Represents Company in regulatory proceedings, including, but not limited to rulemakings, workshops, negotiations, and public presentations. 
Interprets and applies state statutes, Commission orders, rules, and NMPRC-approved Company rules, regulations, and tariffs. Provide training of same to company personnel as necessary. 
Responds to inquiries from Company personnel, government and regulators, and the public about tariffs and operating rules and state or federal regulations relating to the provision of regulated services. 

COMPETENCIES: 
Ability to read, understand and prepare legal documents and filings that involve technical information including accounting, ratemaking, engineering, and financial analysis
Knowledgeable regarding applicable State and Federal regulatory environment and regulations and the Company's approved tariffs and operational rules
Strong writing and organizational skills and self-directed

QUALIFICATIONS                    
MINIMUM EDUCATION AND/OR EXPERIENCE:  
Bachelor's degree from four-year college or university with five to seven years related experience including two years management experience, or equivalent combination of education and/or experience related to the discipline.
Masters degree preferred.

COMMUNICATION SKILLS:                 
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations
Ability to write reports, business correspondence, and procedure manuals
Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public

MATHEMATICAL SKILLS:                 
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry
Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations

COMPUTER SKILLS:    
Working knowledge of spreadsheet and word processing software 

ANALYSIS AND PROBLEM-SOLVING ABILITY:  
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.  Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

PHYSICAL DEMANDS:
While performing the duties of this job, the employee is regularly required to sit for long periods of time.  The employee must occasionally lift and/or move up to 10 pounds. Periodic in-state travel to attend regulatory proceedings, meetings or other activities related to PNM's regulatory strategies is required.  
Occasional out-of-state travel may be required.

Regulatory Analyst Research and File

SUMMARY: 
Under general supervision, develops and directs document and regulatory activities related to case and compliance filings for the appropriate state (both NMPRC and FERC in New Mexico and ERCOT and PUCT in Texas).  Provides support to regulatory project case managers through the management of the Exhibit process for discovery and testimony in major cases.  Performs a variety of complex, difficult, and specialized professional case management related activities in support of regulatory program areas. Provides oversight and training related to compliance with the appropriate standards (FERC Standards of Conduct in New Mexico and the Texas Code of Conduct in Texas). 

ESSENTIAL DUTIES AND RESPONSIBILITIES: 
Responsible for preparing and filing of regulatory compliance filings, project plans, discovery responses and case filings consistent with applicable regulatory requirements and objectives 
Works with various business units to ensure that the necessary information is provided in regulatory filings 
Manages the regulatory SharePoint and Collaboration sites for internal and external stakeholders involved in PNM and/or TNMP regulatory cases; ensures that confidential exhibits and documents are appropriately managed 
Provides regulatory case support to numerous departments to address regulatory related inquiries for documents associated with regulatory cases and ensures consistency between cases on both content and format 
Acts as lead regulatory contact for inquiries related to documents associated with discovery and case management 
Provides research on regulatory issues as directed 
Researches previous regulatory cases to assist in developing strategic and tactical positions in regulatory cases 
Researches cases in other  jurisdictions or within ERCOT to determine potential impact on PNM or TNMP cases, as applicable

Makes decisions on regulatory compliance and case filings with limited supervision and direction.  Works directly with supervisor, management, attorneys and business units to make final decisions on regulatory matters including discovery response and exhibits related to case filings. 

SCOPE AND IMPACT: 
Primary case support to cases sometimes involving hundreds of thousands of dollars. Provides support on cases that may involve millions of dollars. 

PHYSICAL DEMANDS: 
Ability to sit up to 2/3 of the time and to stand, walk, and stoop up to 1/3 of the time.  Good vision and ability to adjust focus is required.  Manual dexterity is required.  Must occasionally lift and/or move up to 10 pounds.
