The Department of Surgery has an exciting opportunity for a full time Manager, Laboratory Services position. The incumbent plans and implements the overall laboratory policies, procedures, and services for the assigned unit. Additionally, an employee in this position ensures efficient and effective departmental operations, including department quality control and compliance adherence. The Manager, Laboratory Services also manages and oversees personnel, coordinates services with reference laboratories and vendors, and collaborates with other laboratories and departments to provide high quality integrated patient care. Further, the incumbent oversees the development of various monthly and quarterly reports and actively improves the functions of the laboratory services.
CORE JOB FUNCTIONS
Manages teams of phlebotomists responsible for collecting blood samples and performing basic tests and laboratory procedures.
Communicates and disseminates general information and policy or procedure changes to personnel.
Ensures the process of drawing blood is performed according to safety and compliance standards and assures that the verification of patient or donor identification is accurately recorded.
Ensures that the proper equipment is in place for the drawing of blood.
Monitors equipment performance, diagnoses instrument problems and malfunctions, and makes repairs or initiates service requests.
Plans, prioritizes, and directs work activities to ensure smooth and efficient operations.
Investigates and resolves problems concerning patient testing and procedures.
Assists with interviewing and selecting new staff.
Participates in the formal progressive disciplinary process.
Conducts, monitors, and evaluates the effectiveness of employee performance improvement plans.
Participates in the design and implementation of new procedures and instrumentation.
Monitors quality control and assurance, and proficiency testing, and implements corrective actions.
Coordinates and participates in continuing education activities and events.
Assists in developing the strategic goals and objectives for the section.
Develops, implements, and evaluates training programs.
Assists with the development of competency assessment tools.
Participates in the review, revision, and implementation of standard operating procedures.
Establishes and continuously assesses the effectiveness of the internal controls within the unit and compliance with University policies and procedures.
Ensures employees are trained on controls within the function and on University policy and procedures.

Bachelor's degree in relevant field
Certification in relevant specialty or field

Department Specific Functions
Makes certain that all federal, state and other regulatory standards are followed Maintains the laboratory documentation ready for inspections on an ongoing basis Complies with all departmental and organizational rules and policies Responsible for maintaining standard operating procedure (SOP), quality control (QC) and approved quality assurance (QA) Disseminates information to staff regarding changes in policy and procedure affected by the Medical Director Demonstrates a strong sense of professional ethics and immediately brings to the attention of the Medical Director or Operations Director suspected errors that might impact patient care In conjunction with the Medical Director, Laboratory Director, and Quality Manager, establishes metrics for acceptable levels of analytic performance of the QC program Provide monthly QA data to be presented at monthly meetings with IHL leadership Performs all Administrative duties related to the department to include but not limited to scheduling, evaluations, writing policies, validations, disciplinary actions, etc. Manages a Supervisor and a group of histotechnologists as well as lab aides Manages day to day histology operations for a 24/7 schedule Effectively schedules staff to meet turnaround time commitment of the organization making certain that work deadlines are met Minimizes department costs by prudently approving vacation requests, reducing absenteeism, controlling overtime expense and operating within budgetary guidelines Delegates responsibilities to Supervisor and staff to assure effective workflow and proper cross training Precisely and accurately performs and supervises the performance of routine and specialized histology techniques and procedures Duties also include optimization of IHC protocol, reagent and supply inventory management, IHC study documentation and reporting, and training of colleagues in IHC procedures Needs to be able to work the bench when needed Provides direct bench supervision for the daily technical and clerical workload Assures that the Histology laboratory produces quality work on a timely basis while adhering to all policies and procedures mandated by state federal and regulatory agencies Microscopically reviews discrepancies found on daily QC and abnormal review making recommendations to histotechnologist for revised interpretation if necessary Monitors histotechnologists compliance with department QA program as established by the Medical Director maintaining proper documentation of both technical and clerical errors Provides technical feedback to staff regarding performance, documenting corrective action and reviewing cases as deemed necessary Documents counseling of employees for performance deficiencies Ensures proper hiring and orientation of new employees Anticipates staffing needs and works with the Medical Director and Laboratory Director to find solutions Participates in the safety training program of the University and makes certain that staff is properly trained Develops the training material and the competency assessment tools used by the laboratory and ensures that all associated documentation is kept up-to-date. Reviews performance of staff implementing progressive discipline when necessary Maintains a department environment, which promotes cooperation between coworkers Participates in laboratory performance improvement activities Ensure upper management is informed of serious issues regarding lab operations Responsible for maintaining inventory of reagents and supplies In conjunction with the Medical Director, Laboratory Director, and Administration select proper equipment purchase and or replacement for maintaining the operations of the laboratory Handle infectious specimens and hazardous materials safely Ensure timely distribution of completed patient materials to pathologists Responsible for all IT-related projects including implementation, post-implementation review, and troubleshooting of all software used in the Histology lab. Ensures all the IT problems are reported and resolved in a timely manner with minimum impact on the laboratory operations. Act as an escalation point for staff and clients as needed Manage access to Aperio scanner Participates in outreach initiatives under the direction of the Medical Director. These initiatives are comprised of events, educational materials, programs, in person presentations, and collaborations. Responsible for partnering with UM General Counsel and Surgery Administration for establishing and updating Agreements & Contracts with IHL internal and external customers Assist in growing pathology business by developing new and maintaining existing clients

Education:
Bachelor's degree in relevant field. Master's degree preferred.
