JOB GOAL: To facilitate all activities and functions of the Human Resources Department. Responsible for planning, managing and evaluating the district-wide human resource function and all related activities.
Reports to: Business Administrator/Assistant Business Administrator
PERFORMANCE RESPONSIBILITIES:
Supervises and provides leadership, direction, guidance and support to the Personnel Office staff, including the Health Benefits Administrator.
Assumes leadership for development and revision of personnel policies and regulations.
Develop, plan and evaluate HR procedures and policies for the purpose of ensuring that the Department is operating effectively ad efficiently.
Plans, develops and administers staff record-keeping programs and procedures concerning certification, seniority, longevity, tenure, benefits and attendance.
Remains current of governmental statues, rules and regulations pertaining to personnel administration and ensures compliance.
Cooperates with Central Office administrators and building administrators in assessing and providing professional staff development when needed.
Approves and maintains lists of per diem substitutes, as need dictates, for instructional and non-instructional staff.
Maintain and update LEA and LAA seniority list.
Directs certification processes for the purpose of ensuring certificated staff are properly certified per state and federal regulation.
Processes new hire paperwork, including background checks, meets with new employees to review paperwork and answer questions, as well as assist in the annual orientation of new hires.
Coordinates all sick bank activities and prepares all correspondences
Process the FMLA/NJFLA paperwork and ensure compliance with Federal and State guidelines.
Processes all unpaid and paid leave of absences, retirements and resignations, including all letters and payroll action forms
Manages and processes background and fingerprinting results; prepares letters and reports.
Manages and processes college credits submissions and notifications; as well as assist with employee questions.
Manages and maintains all unemployment information into state systems.
Collaborate with Substitute Teacher/Paraprofessional Vendors to assist in meeting the school district’s needs.
Familiar with duties of Human Resource Associates, as to assist them during peak flow time.
Verifies previous employment certification, graduate and in-service credit and longevity.
Secures and maintains personnel files of all employees.
Establishes and maintains working relationships with governmental agencies and community organizations.
Ensure compliance with applicable employment laws and regulations.
Manages and oversees the employee benefits programs (medical, dental, vision, short/long term disability, cancer, etc.)
Manages and oversees worker’s compensation program for the purpose of ensuring compliance with overall human resource practices.
Researches a wide variety of information for the purpose of providing information and efficiency.
Supervises personnel record keeping procedures for the purpose of personnel processes are in compliance with District, State and Federal requirement.
Evaluates the performance of all Human Resource Associates and the Employee Benefits Administrator.
Serves as an advisor to the Superintendent on all personnel matters.
Performs such additional duties as may be delegated by the Superintendent of Schools and/or the Business/Assistant Business Administrator.
Terms of Employment: Twelve-month work year.
PAYROLL MANAGER
QUALIFICATIONS/CERTIFICATIONS:
Experience in managing school-district payroll systems required
Bachelor's Degree preferred; (3-5 Years’ experience in a school district setting using Systems 3000 Payroll may be substituted for this requirement)
Such alternatives as the Board/Superintendent may find appropriate and acceptable
REPORTS TO: Business Administrator/designee
PERFORMANCE RESPONSIBILITIES:
The Payroll Manager shall:
Demonstrate knowledge of all Labor Laws and provides training and information for district personnel;
Demonstrate strong problem-solving ability; Makes recommendations about needed revisions in district operations,
Demonstrate ability to adhere to deadlines;
Demonstrate ability to supervision staff
Attend state and local meetings to remain abreast of any and all upcoming changes to Labor Laws;
Compile and enters payroll data; computes, posts wages and reconciles errors.
Maintain and updates all payroll records such as taxes, union dues, insurance; Files all requirement payments with appropriate agencies
Review wages computed and corrects errors to ensure accuracy of payroll
Record Leave pay and nontaxable wages
Establishes and maintains cooperative working relationships with all pertinent constituents
Adhere to the policies and procedures adopted by state and federal regulations, the Board of Education and administrative directives,
Demonstrate competence in his/her role and skills
Share in responsibilities which contribute to the depth and scope of the total school program.
Perform such other tasks and assume such other responsibilities as may be assigned by the Board of Education and/or the Superintendent of Schools
