Director of Regulatory Compliance (DRC) is directly responsible to the SVPRC Vice President of Safety and Quality for oversight of collaboration with the corporate Technical Training Department, assuring compliance with all applicable Federal Aviation Regulations and company contractual obligations. This position is responsible to identify, develop, compile and present metrics necessary to determine regulatory and quality performance of the HAECO Americas facilities. Additionally, this position will assist the VPSQ SVPRC in the development of certification programs for HAECO Airframe Services.
Essential Job Duties:
Act as the senior management member responsible for training services at HAECO America while also being responsible for employee and customer training related issues.
Implement and monitor strategic company and department initiatives as required and directed.
Provide coaching, counseling, succession planning and guidance to assigned work groups.
Administer disciplinary action to assigned personnel, as appropriate and required, in accordance with HAECO policies and procedures.
Develop and implement corrective and preventative actions for deficiencies identified.
Review and approve all prepared formal responses to regulatory bodies on behalf of the areas assigned.
Oversee daily operations of the training department. Collaborate with Training Department as required to provide input on regulatory related actions/ content.
Provide oversight and maintenance Collaborate with Leader of the HAECO Americas Learning Management System (LMS)to ensure training is properly documented and tracked for the HAECO Americas operations.
Develop and deliver course curriculum upon request to support the company needs.
Oversee the tracking of recurrent training requirements.
Oversee the denial of facility access to those technicians failing to maintain mandatory company training requirements.
Oversee allocation of training manpower to ensure company goals are met.
Provide monthly planned training schedules to facility GM's.
Oversee the communication with air carriers training department personnel to ensure customer training requirements are met prior to aircraft induction and during contracted services.
Monitor and ensure compliance with all training related commitments to the FAA and customers.
Evaluate and approve training department corrective/preventative actions for deficiencies identified.
Assist SVPRC LMS Director in development of certifications, revisions to current certifications, manual development and review.
Compile monthly KPI data for quality.
Assist in review of investigations and resolve any open items relative to those investigations.
Capture data points from each station necessary for the development of quality metrics.
Develop presentations of data and metrics for FAA, internal management, monthly management review and employee quarterly meetings.
Coordinate data captured by Quality Assurance audits to identify trends and provide recommendations for system wide corrective actions.
Review of internal systems and procedures for improvement.
Review performance trends for training opportunities and assisting training to ensure course developed addresses concerns noted.
Coordinate directly with Repair Station Management to consistently ensure metrics provided support facility GM's and develop additional metrics as requested after coordination with all affected sites.
Must keep up-to-date on regulatory and quality trends as they relate to repair stations.
Perform duties of Enlighten Administrator (Not sure is the Enlighten systems is still active)
Liaise with GFAEL and Hong Kong on Enlighten system implementation
Provide guidance and training for all company and FAA personnel on the Enlighten system.
Develop Hong Kong mandatory reports.
Assemble data and prepare Quality and Safety ManCom presentation
Develop and provide additional HK reporting as Directed by the VPSQ VPRC.
Act on behalf of the SVPRC in his absence.
Assist VPSQ SVPRC and other senior management as directed
Conduct regulatory research as directed
Assist in the development of Certification packages for new NAA authorizations
Assist with the development and implementation of SMS across the Americas platform.
Secondary Duties:
Perform other work as instructed by the VPSQ SVPRC.
Accountabilities:
The DRC is accountable to the VPSQ SVPRC for performing daily assignments in a timely, accurate and professional manner.
Job Qualifications:
Minimum:
Education: High school diploma, GED, or relevant experience required. Bachelor's degree or equivalent experience in a related field is a plus.
Experience: A minimum of 10 years in aircraft maintenance, with at least 5 years in a supervisory or leadership role. Demonstrated experience leading diverse teams is highly valued.
Language Skills: Must be able to communicate effectively, both verbally and in writing. Multilingual skills are an asset.
Communication Skills: Strong oral and written communication skills required. Ability to engage and collaborate with people from diverse backgrounds and experiences.
Leadership: Proven ability to motivate and lead teams with a commitment to fostering an inclusive and equitable work environment.
Travel: Domestic and international travel required (25-50%). Must be able to travel via various modes, including driving and flying, with reasonable accommodations as needed.
Preferred:
Airframe and Powerplant certifications.
Physical Requirements:
Must be able to lift 25 pounds, climb stairs, bend, and stoop as necessary.
Normal or corrected hearing and vision are required.
Normal office environment where approximately 70% of work is performed in a sitting position.
Frequent exposure to hangar areas for meetings for varying lengths of time.
