ESSENTIAL QUALITIES


The Bilingual Recruitment Coordinator at Tulsa Educare is responsible for coordinating all aspects of Tulsa Educare’s talent acquisition efforts through various aspects of administration, employee recruitment, screening, hiring recording keeping and compliance. The Bilingual Recruitment Coordinator will engage in strategic planning and community building to recruit and attract a diverse pool of qualified applicants who exhibit Tulsa Educare’s core values and are driven to transform lives.

  • Develop and lead all talent acquisition strategies that are aligned with agency core values

  • Ensure compliance with all applicable state and federal employment laws and regulations

  • Ensure compliance with the Head Start Performance Standards, Educare Core Features, NAEYC and Child Care Licensing guidelines

  • Develop and maintain trusted, professional relationships with local community organization to promote and build candidate pipelines

  • Ensure all managers involved in the hiring process have access to and are trained in using applicant tracking software and are trained in all applicable laws and regulation regarding the interviewing and hiring process

  • Collaborate with hiring managers to develop and lead recruitment process for specific positions

  • Strategically plan ahead and manage recruitment efforts related to agency or departmental changes

  • Build and maintain a pool of passive and active candidates trough active recruitment efforts

  • Works closely with candidates to initiate and track pre-employment screenings such as OSBI, fingerprints, medical screens (physical and drug screen), and registry checks in accordance with Federal and State guidelines

  • Assist Chief People and Facilities Officer in managing the recruitment budget by overseeing recruitment tools, employment ads and ordering of recruitment materials and give-a-ways

  • Oversee all aspects of applicant tracking system and onboarding software to ensure an optimal candidate experience and reduces redundancies for the Human Resources department

  • Plan, manage and oversee all recruitment events and college fairs

  • Assists Chief People and Facilities Officer with special projects, reports and other related duties as required and assigned

Broad knowledge and experience in:


  • Communicating with supervisor and team and help create an environment of team cohesion

  • Fluency in both English and Spanish, with the ability to communicate effectively in both languages in a professional setting

  • Able to receive constructive feedback and be accountable for the work executed

  • Interpersonal skills and be culturally competent


  • Laws, regulations, and best practices applicable to hiring and recruitment

  • Facilitating and presenting for large groups using strong communication skills

  • Successfully managing interpersonal relationship skills to maintain effective and satisfactory working relationships with the organization and its community partners

  • Taking initiative to collaborate, engage and execute tasks and projects as assigned

  • Maintain strict confidentiality of extremely sensitive data, records, files, conversations, etc.

  • Recruiting software, as well as Human Resource Information Systems (HRIS), and Applicant Tracking Systems (ATS)

  • MS office skills, organizational skills, efficiency skills and excellent attention to detail with demonstrated commitment to completing assignments on a timely basis

  • Balancing and prioritizing multiple projects and priorities and following through to completion

  • Possess results-oriented mindset, be self-motivated with strong project management

MINIMUM QUALIFICATIONS 


  • Bachelor degree in Human Resources or related field, or equivalent work experience, required

  • Experience  managing all phases of the recruitment and hiring process highly preferred

  • SHRM-CP or SHRMs Talent Acquisition Specialty Credential a plus
