Overview

The Lead Network Engineer is responsible for designing, implementing, and managing the U.S. Census Bureau’s enterprise network infrastructure, including LAN, WAN, SD-WAN, VXLAN, VPN, EVPN, and cloud-based systems. This role involves collaborating with network security and cloud engineering to maintaining compliance with federal security standards such as NIST 800-53 and FISMA. The candidate will have extensive experience managing federal networks. This role is responsible for senior-level management and maintenance of the Government’s Networking environment and computer systems to include:
· Oversight of daily upkeep and administration of the network infrastructure and computer systems.
· Design, planning, implementation, troubleshooting, and maintenance of the Government’s network infrastructure and architecture.
· Design and implement voice, data, and transport systems.
· Apply advanced troubleshooting and problem solving to complex network problems.
· Collaborate with others for active maintenance and future growth.
· Set established best practices for active maintenance and future growth. Have the aptitude to perform troubleshooting, testing, scripting and coding, and demonstrates leadership.

*This position is dependent upon contract award. Selected candidate must be within a commutable distance of Suitland, MD.*



Responsibilities

  • Translate technical and/or non-technical requirements into specific systems, applications or process designs for complex Network systems, solutions, and integrating architecture.
  • Evaluate communication hardware and software; troubleshoot LAN/MAN/WAN and other network-related problems.
  • Provide technical expertise for performance and configuration of networks.
  • Perform general LAN/MAN/WAN administration.
  • Provides technical leadership in the integration and test of complex large-scale computer integrated networks.
  • Schedule conversions and cutovers.
  • Oversee network control center.
  • Supervise maintenance of systems, coordinates with all responsible users and sites.
  • Supervise staff.
  • Design major Network solutions.
  • Coordinate work on subsystems.
  • Oversee the integration of new network devices, which increases efficiency and/or reduces costs.
  • Investigate new procedures, equipment, and appliances to determine their usefulness and applicability to operations.
  • Assist systems management in developing systems analysis standards and provides consultative direction to Infrastructure designs.
  • Network engineering and planning and scheduling projects.
  • Manage Network Infrastructure Modernization
  • Track and Report Network Performance
  • Design, install, configure, maintain, administer policy and services, monitor, document, manage, and perform problem resolution for the items listed below based on NIST guidance and Census Information Technology Security Policy:
    • firewall solution that incorporates single and/or multiple firewalls.
    • core network services
    • network voice services
    • enterprise contact center service
    • enterprise load balancer services
    • telecommunication circuits – WAN, Voice, Fiber.
  • Other duties as assigned.


Qualifications

  • Minimum 8 years of system administration experience, 4 of which must be in a supervisory role
  • Experience working with Windows Server, Linux, VMware, AWS, and Azure environments.
  • Knowledge of NIST 800-53, FISMA, and federal IT security standards.
  • US Citizen with active Public Trust.
  • Bachelor’s degree in Network Engineering, Information Technology, or a related field.
  • Systems Tools Familiarity: Remedy, SolarWinds, Splunk, Cisco Prime, F5 (Local Traffic Manager, Application Security Manager, Configuration Utility to Create and edit iRules for F5).

Experience Desired:

  • Experience managing systems for the U.S. Census Bureau or similar federal agencies.
  • Familiarity with USCB’s security policies.
  • Experience with network security, including firewall, VPN, and IDS/IPS management.

Certifications:

  • Certifications Desired such as CompTIA Security+, Cisco Certified Network Professional (CCNP), Cisco Certified Design Professional (CCDP), Cisco Certified Internetwork Engineer (CCIE), Certified Information Systems Security Professional (CISSP), AWS Certified Advanced Networking Specialty, F5 Certified Administrator, F5 Certified Technology Specialist, F5 Certified Solution Expert, F5 Certified Application Delivery Professional.
