Overview

The Emergency Services Unit (ESU) within the Site Protection Office has an immediate opening for Lieutenant/Driver Operator that will lead emergency services officers and perform required security, fire, EMS operational and administrative duties including but not limited to platoon staffing and site-wide inspection management of response systems.

 

Under the direction of a Captain, performs and directs routine Protective Force (ProForce)/security, fire suppression, rescue, and EMS activities at incidents and during daily operations. May serve as a member of the Emergency Response Organization (ERO), operating within the Emergency Operations Center (EOC) as the Operations Section Chief in response to emergency and critical incidents. This position is responsible for ensuring that personnel, equipment, materials, and protective systems are prepared and operational in compliance with established procedures, requirements, and as per the Collective Bargaining Agreement (CBA). Maintains the administrative documentation required to meet DOE and PPPL Policies, Plans and Standards.

 

Performs the requirements of fire rescue pump operations and apparatus control. In the absence of the Captain, the Lieutenant/Driver Operator shall assume the duties of the Captain including but not limited to supervision of officers, emergency services unit scheduling, and on-scene incident command. Must maintain personal physical standards required to meet the potential rigorous challenges of this position.

Responsibilities

Core Duties: 

 

Under the direction of the assigned Platoon Captain, assists with the supervision of the Platoon ensuring:

  • Comply with Laboratory and Divisional policies and procedures.
  • Complete Protective Force, fire protection/response, emergency medical services, and special assignments in accordance with Site Protection Office (SPO) Procedures.
  • When needed, shift staffing and required posts are filled in compliance with SPO procedures and in accordance with the CBA.
  • Prepare, train and assist to qualify shift personnel to meet the responsibilities of their assigned position.
  • Test operations equipment to assure ready for use, and document deficiencies.
  • Conduct and complete inspections and testing for fire detection and suppression systems and document deficiencies.
  • Conduct preliminary investigation of security, fire, medical and/or other incidents.
  • Report ES&H issues, violations or concerns to the appropriate individual.
  • Demonstrate the ability to work safely alone and perform required non-emergency and emergency tasks/operations as a Company Officer.

Protective Force - 35%

  • Directs and performs Protective Force efforts.
  • Conducts and directs security patrols and inspections at PPPL facilities (in vehicle or on foot) to protect employees, subcontractors, visitors, University and Government property.
  • Ensures personnel are prepared and complete Protective Force responsibilities as directed.
  • Ensures professional, helpful, and cordial interaction of ESU members with the PPPL community.
  • Monitors physical access and activity in PPPL facilities and restricted areas; provides necessary security needs for laboratory functions.
  • Assists visitors by providing information and direction as necessary.
  • Conducts investigations of security related incidents as directed by a supervisor; generates required documented reports.
  • Perform security duties as defined by divisional security Standard Operating Guidelines (SOGs). 

Administration - 30%

  • Investigative reports.
  • Platoon training records.
  • Daily activity and inspection/preparedness logs.
  • With the Emergency Planning Program Manager, update and develop the all hazards fire pre-plans.
  • Equipment and apparatus inspection and tests.
  • Vehicle maintenance records.
  • Post, overtime and overtime tracking logs.

Emergency Preparedness and Response - 30%

  • Performs fire suppression, rescue and EMS operations.
  • Conducts shift drills and monitors officer proficiency.
  • Acts as on-scene Incident Commander during on-site emergencies.
  • Coordinates with laboratory management and Subject Matter Experts to assess and manage emergencies.
  • Serves as a member of the Emergency Response Organization (ERO), operating within the Emergency Operations Center (EOC) as the Operations Section Chief in response to emergency and critical incidents.
  • Coordinates the activities of Mutual Aid responses.
  • Prepares and/or reviews emergency incident reports.

Other - 5%

  • Completes special projects and tasks assigned by management.
  • Complete other duties assigned.


Qualifications

Education and Experience: 

  • High School diploma or equivalent.
  • Valid driver’s license.

Knowledge, Skills and Abilities: 

  • Preferred: Minimum of five years of experience within the PPPL Emergency Services Unit.
  • Required: Completed DOE Protective Force initial training; qualified as a PPPL Driver Operator; three-years of supervisory experience in any emergency services, law-enforcement, or similar environment; experience evaluating and assessing emergency response and performance; successfully completed initial training and subsequent refresher to maintain the certifications listed in the below section; ability to effectively work with others to complete goals and objectives, including in stressful environments.

Certificates and Licenses: 

  • Firefighter 1 (NJ-DFS Certificate).
  • Incident Management Level II (ICS 300).
  • HazMat On-Scene Incident Commander.
  • NJ Emergency Medical Technician or NREMT Equivalent.
  • Hazardous Materials Awareness & Operations.
  • Confined Space Rescue Awareness & Operations.
  • Fire Instructor Level I.
  • Incident Safety Officer.
  • Approved DOE Security Officer Training.

Physical Requirements: 

  • Must pass the initial and annual physical (agility) test and maintain appropriate fitness levels required for security and emergency response activities and in accordance with 10 CFR 1046 as it relates to Security Officer (SO) qualification.
  • Must pass OMO annual Physical Assessment, Psychological Testing and Drug Testing as per DOE Order 473.2A Protective Force Operations; 10 CFR 1046; and 10 CFR 707.
