Job Description:

Compensation: $26.81/hr - $28.08/hr (Master's)

The Youth Behavioral Health Liaison I (YBHL) is a mental health professional who forms local community partnerships with various youth-serving organizations to address specific behavioral health needs of vulnerable children and youth. YBHLs will function as service connectors for youth with co-occurring mental illness, substance use and/or developmental disability to link youth to services available through community partners. A primary goal of establishing YBHLs is to form better community partnerships between Community Mental Health Centers and other behavioral health treatment providers, Division of Disability providers and regional offices, Juvenile Offices and Family Courts, Children's Division, schools, and hospitals to help improve outcomes for youth and behavioral health issues. YBHLs will work to divert youth from inpatient hospitalization and out of home placements such as residential treatment centers, juvenile detention, and jail, while supporting youth in natural family and/or community-based setting. Through their interactions with the YBHLs, youth and families with behavioral health issues and developmental disabilities who have frequent interaction with Children's Division, Juvenile and Family Courts, law enforcement, and inpatient hospitals will have improved access to behavioral health treatment.

This is a full-time, benefit eligible position working Monday-Friday day shift. This position will cover St. Charles, Warren, and Lincoln counties.


ESSENTIAL FUNCTIONS - JOB SPECIFIC


  • Complete cursory screenings for students for behavioral health service needs and refer appropriately

  • Work collaboratively with existing functions already provided by school personnel

  • Coordinate services and develop local systems of care for individuals with behavioral health needs who have come to the attention of school personnel; brief case management may be provided

  • Provide or coordinate training and consultation on behavioral health issues specific to youth for school personnel, law enforcement and court staff, as needed

  • Establish or enrich relationships with school personnel, Law enforcement, Children's Division and juvenile court staff to ensure proper collaboration

  • Assist youth, including transitional aged youth, and their families with behavioral health needs in accessing appropriate, voluntary services upon referral by school personnel or Crisis Intervention Team (CIT) report

  • Participate in scheduled meetings related to youth initiatives (Fostering Court Improvement, Juvenile Detention Alternative Initiative, Crossover Youth Initiative), when appropriate

  • Attend monthly conference calls, webinars and face-to-face meetings/trainings as requested by the Director of Access and Urgent Care Services CBHL

  • Complete monthly reports, which includes entering data in Care Manager

  • Participate in local law enforcement Crisis Intervention Teams (CIT) to assist law enforcement in dealing with youth with behavioral health needs

  • Complete all mandatory documentation, as noted by supervisor and/or Director of Access and Urgent Care Services-CBHL

  • Other duties as assigned by the DCCO of Access and Urgent Care Services, and Director of Access and Urgent Care Services CBHL




  • High School/GED required

  • Associate's/Bachelor's/Master's degree in a human service-related field preferred

WORK EXPERIENCE

Must qualify for position based on overall CSS requirements in at least one of the options listed:


  • Qualified addiction professional;

  • Bachelor's degree in a human services field from a college or university included in the U.S. Department of Education's database of accredited schools at http:/ope.ed.gov/accreditation ;

  • Any four-year degree or combination of higher education and qualifying experience;

  • Four years of qualifying experience; or

  • Associate of Applied Science in Behavioral Health Support degree as designated by the department.

  • All experience must include working with individuals with psychiatric, substance use, and/or developmental disabilities

  • A valid driver's license and agency established minimum automobile coverage required
