Responsibilities


Position Summary

The Quality Control Manager/Chief Inspector impacts PSA Airlines’ aircraft safety; administering the inspection and quality control of aircraft maintenance and avionics functions being provided by the Maintenance Department. This is a 14 CFR 119 position that works with CASS and the FAA to ensure the airline is operating safely.

Job Responsibilities

  • Responsible and accountable for the duties and responsibilities required of the CI as required by FAA Part 119.65(a)(5).
  • Demonstrates a safe and compliant work environment by complying with Safety Policy and Procedures Manual and General Maintenance Manual policies and procedures as well as ensuring compliance of direct reports.
  • Submits manual revisions as required for any identified ineffective processes and/or procedures.
  • Plan, direct, layout and coordinate the activities of the inspection department so as to minimize delays.
  • Training and assisting their direct reports in proper procedures, methods, and practices to be followed in each respective duty.
  • Complying with applicable company policies, procedures, and Federal Aviation Regulations.
  • Maintain a system of keeping records of checks and calibration of tools and test equipment, taking steps to ensure that the established check periods are not exceeded.
  • Coordinate with the Manager of Maintenance Programs, Stores Manager, and Inventory Parts Specialists for the inspection of incoming parts.
  • Ensure that the OOPP process is followed.
  • Responsible for the Damage Tolerance program required under the Aging Aircraft Safety Rule, FAR 121.1105, 121.1109.
  • Responsible for the Required Inspection Item (RII) Program.
  • The management of safety risks and security threats to the aircraft operations.
  • Operations are conducted in accordance with conditions and restrictions of the Air Operator Certificate (AOC), and in compliance with applicable regulations and standards of the Operator.
  • Responsible for the Company's Security and Safety Management System (SMS) and associated Safety Risk Management and Safety Assurance outputs.
  • Performs other duties as assigned.

Position Specifics


Qualifications

Required
  • High School Diploma or equivalent.
  • Must meet requirements described in 14 CFR Part 119.67(d).
  • Thorough understanding of the applicable Federal Aviation Regulations used to determine airworthiness, repair, or alterations of an aircraft.
  • Three years of experience as a certified Airframe and Powerplant technician.
  • At least three years of maintenance experience on different types of large airplanes with 10 or more passenger seats with an air carrier or certificated repair station, 1 year of which must have been as maintenance inspector.
  • At least one year of experience in a supervisory capacity maintaining the same category and class of aircraft as the certificate holder uses.
  • Proficient computer skills: Microsoft Office Suite.
  • Must possess or have ability to obtain a U.S. Passport or equivalent within 90 days of starting position.
  • Ability to speak/read/write in English.
  • If hired, must be able to demonstrate that you are authorized to work in the US.

Additional Information

Supervisory Responsibility: This is a supervisory position

Delegation: In absence, responsibilities delegated to Director of Quality and Technical Services.

Travel: Some out-of-area and overnight travel may be expected.

Authorities:

  • Authorize employees of Company approved Repair Station or 14 CFR 121 Air Carrier which are authorized to perform Aircraft Run-Up and Taxi.
  • Approve extensions to Category B and C MEL items.
  • Approve, sign and request amendments to the OpSpecs. (Refer to Table 2-3 in AAG).
  • Responsible for Quality operational decisions.
  • Responsible for Quality budgetary recommendations.
  • Communicate and coordinate with the DOM with regard to Quality issues.
  • Make Quality staffing recommendations.
  • Prepare and amend manuals and data affecting Quality.
  • Approve changes to the RII list for the Company.
  • Delegate the functions, duties, and responsibilities as appropriate; however, the authority may not be delegated.
  • Modify the electronic record keeping system and ensure the integrity of data entered into the system(s)
Work Environment: This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, telephones, photocopiers, facsimile machines and filing cabinets.Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
