General Purpose
Directs the long-term strategy and day-to-day functions of the pricing, cost of service and tariff policy team. This position has a significant impact on corporate and state policy objectives. Establishes and implements regulatory business objectives, strategies, and plans. Manages and allocates financial and employee resources. Implements and supports company and state programs and policies. Responsible for selecting, coaching, and developing employees and responsible for management of employee salaries. Specifically, this position develops, certifies, and sponsors the company’s pricing and regulatory tariff policies, provides expert testimony, and develops and sponsors highly technical financial analyses to enable the company to recover its prudently incurred costs. Acts as key influencer with external parties on policy and technical matters and company data.
Responsibilities
Develop the company's regulatory policies, objectives, and strategy on pricing, cost of service, and other tariff policy subject matter.
Develop complex analyses for regulatory initiatives, strategies and special projects to support management decisions.
Provide senior management with retail pricing and regulatory subject matter analysis and recommendations that will enable the company to achieve its corporate objectives.
Collaborate with business units across the company to develop regulatory strategy and filings, ensuring the company’s competitive business goals and customer service objectives are met.
Implement business objectives, strategies, and plans consistent with the company's regulatory strategy.
Manage the pricing and cost of service analysts related to cost of service analysis, design of retail electric prices, rate spread, special contract analysis, revenue normalization, rate analysis, reporting and special projects.
Manage the analysts responsible for development and implementation of line extension and customer service regulations, policies and practices.
Oversee and develop preparation of testimony, exhibits and tariff changes filed with state regulatory commissions and provide analytical support; negotiate and influence outcomes.
Represent company in supporting regulatory initiatives and filing with regulators, key community and customer groups and other company departments.
Design and develop new pricing proposals, costing methods and data collection procedures as necessary.
Interpret rules and regulatory orders to internal parties.
Establish employee goals, evaluate performance, and conduct employee performance reviews.
Communicate departmental goals and regulatory requirements to employees.
Coordinate special projects by identifying resources, assigning staff, and monitoring progression.
Requirements
Bachelor’s degree in economics, mathematics, business, accounting, or a related field; or the equivalent combination of education and experience.
Advanced degree preferred.
A minimum of seven years of regulatory experience.
A minimum of three years direct people management experience.
Project management and leadership skills including the ability to work as a leader, to maintain project timelines, budgets, and deliver on commitments.
Advanced knowledge of research, analysis, and consulting techniques, Company policies, procedures, practices, and applicable federal, state, and local governmental laws and regulations.
Communication and interpersonal skills involving the ability to establish trust, maintain confidence, and understand social behavior and interactions to manage teams.
Critical thinking skills and demonstrated decision making skills.
Negotiation skills.
Ability to consult with internal and external customers regarding matters which may be sensitive in nature.
Ability to work with all organizational levels to influence actions and negotiate outcomes.
Ability to listen and communicate effectively through oral and written means.
Proficient with the use of personal computers including spreadsheets, databases, word documents, and presentation applications to gather, analyze, and model information.
Ability to prioritize and coordinate projects and be accountable for project outcomes.
Thorough understanding of utility economics, as well as utility commission rules and regulations.
