The Executive Director has overall responsibility for the administrative and professional work involved in planning, directing, and coordinating the Authority's operation of varied and complex housing and community development programs. This involves responsibility for all federally and non-federally funded housing programs operated by the Authority and for the development of new programs and housing.
Performance of these duties requires the application of executive skills, extensive knowledge of housing, and finance, as well as the ability to research and evaluate new sources of housing assistance and plan and administer comprehensive housing programs for a broad income range of citizens. Duties require the exercise of initiative, tact, and considerable public relations skills. Direct supervision is exercised over supervisory personnel and general supervision over all employees of the Authority. The Executive Director also interacts directly with the County Board of Commissioners, City Councils, and related managers/administrators.
Essential Duties and Responsibilities
The Executive Director must possess the relevant education and experience to exhibit the knowledge, skills, and abilities required to fulfill the following responsibilities:
Operations Management • Extensive knowledge of the functions, plans, programs, budgetary needs, and organizational structure of a Housing Authority, ability to oversee, manage, and execute the operations of a Housing Authority.
Compliance Management • Extensive knowledge of all relevant federal and state regulations governing the operations of a Housing Authority to include HUD programs, building codes, safety codes, etc., ability to analyze Housing Authority programs and operations for compliance and plan necessary remedial action to correct deficiencies.
Financial Management • Extensive knowledge of the principles and procedures of accounting, budget development, and financial analysis, ability to identify, secure, and manage federal and state funding for Housing Authority programs, computer skills including proficiency in the Microsoft Office suite and housing authority management software.
Property Management • Thorough knowledge of property management methods, techniques, and practices, ability to manage the upkeep and maintenance of Housing Authority properties and capital fund projects including construction and renovation.
Personnel Management • Extensive knowledge and management experience of all stages of employment including screening, hiring, training, managing, and disciplining employees, excellent interpersonal communication skills (written and verbal).
Performance and Professionalism • Performs all duties in a professional and ethical manner and adheres to all standards of conduct, policies, and procedures. Further, performs additional duties as requested and/or assigned.

Qualifications • Comprehensive knowledge of programs, regulations, and directives of HUD as well as all other applicable federal, state, and local laws and regulations. • Highly advanced leadership and communication skills. • Experience with political and community advocacy. • Excellent oral and written presentation skills. • Advanced understanding of and experience with fiscal responsibility and budgeting.
Education and Experience • Bachelor's degree from an accredited college or university with emphasis in public administration, or a related field. • Seven to ten (7-10) years of experience in public housing, public administration, or community development work. • Three to five (3-5) years of experience in a management role or position of leadership. • Experience with Low-Income Housing Tax Credit financed development projects, RAD development projects, and Section 18 Demo/Disposition projects preferred. • Public Housing Management certification: Must hold or complete within six (6) months of employment.
