Responsibilities

Basic Purpose

Provides advice and counsel to management and client organizations. Conducts studies and analyses, develops alternatives, presents recommendations to management and influences management decisions. Researches, analyzes, develops and implements new strategies, programs, and/or processes in response to changing internal and external conditions. Supports procurement related activities for electric delivery.

Essential Duties and Responsibilities

Acts as a strategic advisor to managers and customers and develops and executes strategic procurement initiatives.

  • Develops request for proposals, evaluates proposals, and assists in negotiation of contractual terms and conditions. Identifies, develops, sources, and manages long term preferred business contracts.
  • Provides direct interface from Electric Delivery personnel to Procurement team.
  • Conducts competitive bids which result in the purchase of materials or services from the best evaluated supplier derived from the bid evaluation.
  • Works with teams to develop business and commercial requirements, specifications, procurement objectives, sourcing criteria, market and supplier evaluations, proposal evaluation criteria and models, and purchase recommendations for materials and services.
  • Develops, prepares, distributes, issues and maintains vendor lists, sourcing strategies, terms and conditions, requests for proposals, proposal evaluation criteria, supplier proposals and purchase/service orders.
  • Forecasts future needs based on trends.
  • Develops and implements process changes to improve client satisfaction and reduce cost and manage risk. Develops and manages strategic relationships with key suppliers.

Ensures all compliance aspects of position are known and followed; understands and complies with all policies, codes and regulations applicable to position and company.

Performs related duties as assigned.

Requirements

Essential Education, Skills, and Environment
Bachelor’s degree in Business or a related field from an accredited school and 6 years of supply chain or procurement experience.

Candidates that do not possess a bachelor’s degree must have a minimum of 10 years of related work experience.

Specialized Knowledge and Skills
Demonstrated knowledge of:

  • Outsourcing strategies, related issues and solutions.
  • E-sourcing and e-procurement supply chain systems.
  • Maintaining records and files in eRFX application and hard copy.
  • Leading problem resolution sessions with internal customers and suppliers.
  • Contracts, commercial and construction law, claims avoidance, insurance, regulatory compliance, risk control, and contract administration.
  • Applying theoretical and involved practices and techniques that support and enhance existing procurement strategies.

Skills such as:

  • Analytical, organization, negotiation, interpersonal and communication.
  • Identifying process improvement opportunities along with implementing improvements leading to efficiency gains and standardization.
  • Working in diverse teams and project environments.

Equipment and Applications
PCs, word processing, spreadsheet and database software and presentation applications.

Work Environment and Physical Demands
General office environment. No special physical demands required.

Compensation

Annual Salary: $90,200 (Min) to $106,200 (Mid); Up to 12% Short Term Incentive Plan target opportunity at the discretion of the company. This is a non-represented position.
