Job Summary

Lead a team in evaluating opportunities, developing strategies, and responding to bids and RFPs from diverse customer segments, including multi-family, hospitality, healthcare, and government agencies. Leverage expertise in procurement processes, analytics, and process improvement while mentoring a high-performing team to deliver strategic, high-quality bid responses in a deadline-driven environment.

Major Tasks, Responsibilities, and Key Accountabilities
  • Establish and oversee the structure for reviewing and responding to RFPs and bids, ensuring alignment with strategic goals, feasibility, and compliance with company objectives and government regulations.
  • Lead two teams, including proposal managers, bid analysts, and proposal specialists, by providing strategic direction, fostering collaboration, and driving accountability and professional development.
  • Develop and implement processes to ensure all RFP and bid submissions comply with government requirements, regulations, and internal policies while mitigating risks.
  • Leverage analytics to evaluate bid outcomes, track win/loss trends, and assess publicly available data to refine strategies and inform decision-making.
  • Provide strategic recommendations to leadership on RFP prioritization and process optimization to improve bid success rates and overall organizational performance.
  • Cultivate and maintain strong cross-functional relationships with teams such as pricing, finance, legal, and sales to ensure a seamless and efficient RFP process.
  • Drive operational excellence through continuous process improvements, incorporating technology and automation to enhance efficiency and effectiveness.
  • Serve as a subject matter expert on procurement laws, policies, and regulations, offering guidance to ensure compliance and strategic alignment.

Nature and Scope
  • Solutions require analysis and investigation.
  • Achieves planned results by decisions and actions based on professional methods, business principles, and practical experience. May recommend/make decisions regarding new programs/initiatives that have significant impact to the business and carry consequences in unsuccessful endeavors.
  • Manages a larger team or multiple small teams through direction of subordinate management and/or supervisory staff.

Work Environment
  • Located in a comfortable indoor area. Any unpleasant conditions would be infrequent and not objectionable.
  • Most of the time is spent sitting in a comfortable position and there is frequent opportunity to move about. On rare occasions there may be a need to move or lift light articles.
  • No travel required

Education and Experience
  • Typically requires BS/BA in a related discipline. Generally 7+ years of experience in a related field. May require certification. Advanced degree may offset less experience in some disciplines.

Preferred Qualifications
  • Bachelor's degree in business administration or a related field.
  • 7+ years of experience in proposal management, bid strategy, or government procurement.
  • Previous management experience.
