As a Payroll and Accounts Payable Specialist, you'll play a crucial role in ensuring our financial operations run smoothly and efficiently.
Key Responsibilities: Payroll Management: Accurately process bi-weekly payroll for approximately 65 full-time employees, ensuring compliance with town policies and legal regulations including payroll tax filings, garnishments, retirement reporting, and related responsibilities. Reviews timekeeping records for accuracy, resolves concerns with department heads, and intakes time records into the payroll system. Prepares a wide variety of payroll records and reports, prepares child support payments, garnishments, and other deductions, processes W-2s, and prepares and submits quarterly tax reports and payments. Benefits Administration: Serves as the employee's primary contact regarding benefit questions or issues, answers questions regarding health insurance, sick leave, and vacation, and provides related information in person, by phone, and through email. Conducts new employee enrollment into payroll and benefits and provides new employees with personnel policies. Accounts Payable: Manage the full cycle of accounts payable, including invoice processing, vendor payments, and reconciliation. Verifies accuracy of vendors, codes, and amounts, prints checks, matches checks to invoice copies, resolves discrepancies, and balances each check run. Processes vendor W-9s and yearly 1099s. Uses spreadsheets for reconciling major vendor accounts such as hardware stores, fuels, utility, phone, and purchase card accounts and distributes expenses to departments. Manages and maintains employee WEX .(gas cards) and P-card program. Financial Reporting: Prepare and maintain detailed financial reports, providing insights to support strategic decision-making. Establishes, maintains and revises a wide variety of spreadsheets to record and track data. Fixed Asset Reporting: Manage and maintain accurate database of fixed asset records. Compliance and Auditing: Assists Finance Director with monthly bank reconciliations, capital projects, annual budget process and providing financial documents for annual audit, ensuring adherence to government accounting principles. Process Improvement: Identify opportunities to streamline processes and implement best practices in payroll and accounts payable functions. Team Support: Offer support to other finance department staff and assist with special projects and improvement efforts as needed, including backup for utility billing and collections.
Qualifications: Associate's degree in Finance, Accounting, or related field or five years experience in Payroll and/or Accounts Payable. Proven experience in payroll and accounts payable roles. Strong knowledge of government accounting principles and payroll regulations. Proficiency in accounting software and Microsoft Office Suite. Excellent analytical and problem-solving skills. Strong attention to detail and organizational skills.
