ANNUAL ANTICIPATED HIRING RANGE: $85,000.00 - 97,000.00 (Salaries are paid biweekly)

Job Summary

The Construction Project Manager, Water Utilities position coordinates the construction of water utilities infrastructure associated with new development and capital projects for the City of Fort Collins. This includes participating in design reviews and recommending improvements to construction plans, coordinating construction schedules with contractors and other consultants, and managing project timelines and field conflicts with minimal supervision. The role requires effective communication with stakeholders to resolve disputes, maintain compliance, and uphold safety protocols and ensure constructed utilities infrastructure meets City standards.

Essential Duties and Responsibilities

  • Participate in conceptual and construction project water utilities design review throughout design development with a focus on constructability and phasing. Review construction plans and specifications for conformance to applicable utilities codes. Makes recommendations for revisions and improvements to construction plans and specifications.

  • Assists in the coordination of the scheduling of relocation and the installation of new utilities with utility companies.

  • Provides guidance to support staff and consultants in the collection of existing field condition information.

  • Coordinates projects with other City departments. Advises the City on recommended design or specification changes for ease of construction or technical correctness.

  • Facilitate the timely and efficient completion of planned projects in accordance with established guidelines, specifications, and financial constraints.

  • Conduct regular progress meetings with project staff and teams to ensure good project communication.

  • Responsible for knowing and complying with all City and department policies; participating in professional training and development; and adhering to attendance and workplace attire policies.

  • Collaborates and coordinates with external stakeholders as needed.

  • Assist in the preparation of project documentation in support of grant-funded projects, including documentation for reimbursement and grant compliance.

  • Plays an active role in avoiding and resolving conflicts and disputes with contractors and in the settlement of claims by or against contractors.

  • Collaborate with the project team on field change directives, requests for information, and review of submittals.

  • Provide information to City stakeholders and the general public about the status of construction.

  • Respond to a broad range of requests for information, service, concerns, or complaints from citizens, businesses, government agencies, and other interested parties regarding a variety of engineering-related issues. Gathers and analyzes data in order to respond to complaints from citizens. Makes recommendations for solutions based on research findings.

  • Updates project records to include "as built" revisions.

  • Work with Project Managers and Contractors to establish, monitor, and update construction resources and project schedules, scopes, and budgets while constantly communicating status/approach to internal and external team members and division managers.

  • Monitor project progress and success while developing in-field correction strategies when necessary.

  • Prepare reports necessary for progress payments and project status.

  • Monitors and manages construction and inspection progress. Responsible for preparation of project records including daily reports, project status, pay item documentation, construction problems and proposed solutions; and approves changes as necessary.

  • Develop a Quality Management Plan with the project team

  • Oversee construction sites, general contractors, and workers to ensure a high level of quality and safety.

  • Observe work in progress to ensure that procedures followed, and materials used conform to specifications.

  • Examines workmanship of finished installations for conformity to standards and approves installation.

  • Inspects capital project sites and construction projects for compliance with plans and specifications.

  • Performs a variety of inspection activities to ensure compliance with City codes and ordinances, plans and specifications, safety standards, environmental regulatory requirements, and state and national codes.

  • Ensures that the project is constructed and documented in accordance with the contract documents and good engineering practices.

  • Development, oversight, and management of punch lists of inadequate items, ensuring they are replaced or repaired prior to issuance of final acceptance by the project team.

  • Interpret and explain ordinances, codes, and regulations; communicate with other community and governmental agencies during construction inspection duties.

  • Work with the project team to develop safety expectations for staff and contractors.

  • Coordinate with the City's Traffic department and contractors to plan and implement safe and efficient maintenance of traffic during construction.

  • Provides oversight, in collaboration with contractors, proper health and safety procedures related to maintenance and construction activities.

  • Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Responsible for the safety of self, other City staff, City materials, and City equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to City property.

Required Qualifications

MinimumPreferredCollege degree or equivalent work experience. Some positions may require functionally related certification or advanced degrees Bachelor's degree in Civil Engineering, Construction Management, or related field.

Experience Requirements

  • Three or more years of experience in construction project management or related experience. Water utilities construction management or project management experience, preferably with a municipality similar to the City of Fort Collins.
