Job Title: Plans Review Engineer

Job Summary:

The Plans Review Engineer is responsible for reviewing and approving civil engineering plans as part of the City's Development Review applications. This role ensures that all plans comply with FEMA regulations, City Code, Building Code, and other applicable agencies. The position operates independently with limited supervision and reports major activities through periodic meetings.

Essential Duties and Responsibilities:
  • Supervise, direct, and evaluate assigned staff, including performance reviews, work assignments, and employee concerns.
  • Coordinate, assign, and review work to ensure compliance with applicable standards, codes, and regulations.
  • Review and approve engineering plans, specifications, and shop drawings related to transportation, water, wastewater, stormwater, rights-of-way, and easements.
  • Perform capacity analysis to determine if infrastructure upgrades are necessary before plan approval.
  • Calculate and ensure collection of impact fees before issuing engineering permits.
  • Approve or disapprove plans and specifications, providing clear documentation and communication to design professionals.
  • Conduct reviews for compliance with flood control ordinances and zoning regulations.
  • Provide technical assistance for field personnel regarding inspections of water, wastewater, stormwater systems, and related infrastructure.
  • Review compliance of right-of-way elements such as driveways, curbs, sidewalks, and street lighting.
  • Maintain review records, prepare reports, and perform mathematical calculations related to work projects.
  • Advise engineers, architects, contractors, and the public on code regulations, interpretations, and standards.
  • Participate in meetings, public workshops, and seminars to present and distribute relevant information.
  • Identify hazardous conditions and perform damage assessments for commercial and residential facilities during emergencies.
  • Perform minor design work on departmental projects.
  • Additional duties as assigned.

Minimum Qualifications:
  • Bachelor's Degree in Civil Engineering.
  • Four (4) years of experience in engineering, design, permitting, or construction (or an equivalent combination of education, training, and experience).
  • Valid state driver's license with an acceptable driving history.

Preferred Qualifications:
  • Certified Flood Manager (CFM) certification.

Knowledge, Skills, and Abilities:
  • Comprehensive knowledge of civil engineering principles, codes, and regulations.
  • Proficiency in engineering software, including GIS and CADD.
  • Understanding of financial processes related to permitting fees.
  • Strong verbal and written communication skills.
  • Ability to analyze engineering data and make informed recommendations.
  • Ability to review, approve, issue permits, and perform inspections for engineering projects.
  • Strong organizational and problem-solving skills.
  • Ability to establish and maintain effective working relationships with city officials, the public, and industry professionals.
  • Proficiency in office and surveying equipment, as well as advanced computer applications.

Work Environment & Physical Demands:
  • Primarily a sedentary role, requiring occasional walking or standing.
  • May involve lifting up to 10 pounds regularly.
  • No significant unavoidable hazards.

Work Hours:
  • Monday - Friday, 8:00 AM - 5:00 PM.
  • May require nights, weekends, or holidays to meet city business needs.
