About the role:  

The Associate Vice President (AVP) for Facilities Services and Public Works is a senior leadership role responsible for overseeing CSUCI’s entire built environment—including operations, maintenance, and campus planning. This includes: 

  • Physical Plant: Buildings, utilities, fleet, equipment, sustainability, and grounds 

  • Campus Planning: Space planning, architecture/design, and new construction 

The AVP leads over 90 staff and ensures facilities operations align with strategic goals, budget, and service excellence. This role also manages public sector capital and operational budgets, and requires experience in financial planning, capital project development, and facilities leadership.

Anticipated salary range and compensation: 

$210,000-$230,000 + relocation assistance. University housing is available. 

 

EDUCATION BENEFITS: The CSU Employee Fee Waiver Program allows eligible staff or their eligible dependents to attend courses at any CSU for reduced rates at a maximum of two courses or six units per term, whichever is greater.  

BALANCING WORK/LIFE: One of the big WOW's is that this position accrues 16 hours of vacation per month. That's 5 weeks of vacation per year in addition to the 13 paid holidays and 8 hours accrued per month of sick leave.

How you’ll make an impact:  

  • Lead daily operations of facilities, maintenance, utilities, construction, and planning 

  • Oversee a 27MW cogeneration plant and the Santa Rosa Island Research Station 

  • Manage campus master planning, space use, and long-term capital outlay 

  • Guide six key functional areas:  

  • Admin Services: Budget, procurement, training 

  • Operations: Trades, infrastructure, fleet 

  • Custodial & Grounds: Cleanliness, landscaping, event support 

  • Engineering: Central Plant, utilities, energy use 

  • Logistics: Work orders, stores, assets 

  • Planning, Design & Construction: Permits, compliance, capital projects 

  • Champion sustainability and energy efficiency goals 

  • Ensure ADA, environmental, and safety compliance 

  • Lead departmental hiring, training, and performance standards 

  • Recommend and implement policies as well as manage all design, engineering and construction activities, particularly those outlined in the University's five-year deferred maintenance plan. Assume overall responsibility for the success of all construction related projects, including prudent budgetary management, scheduling, safety, reliability, and functional performance. 

  • Provide leadership and guidance to achieve greater operational efficiencies in all facilities operations, leading initiatives to develop strategies to obtain the greatest economies in energy purchases, direct efforts to attain increasingly high conformance to LEED standards and promote responsible and productive sustainability/green focused efforts in all facilities activities. 

  • Design, establish, and maintain an organizational structure and staffing to effectively accomplish institutional goals and objectives, and develop expectations for performance and standards of excellence; oversee recruitment, training, supervision, and evaluation of all departmental staff. 

  • In collaboration with the Division, develop and manage the Department's annual operating and capital budgets. 

  • Ensure that the University's grounds are well maintained in a sustainable manner and that buildings and grounds are appealing to students, faculty, staff and visitors through oversight of day-to-day operations and development of a multi-year grounds enhancement program. 

  • Manage personnel in a unionized, public environment. 

  • The AVP serves as the primary conduit with the Chancellor's Office (CO) for capital planning and budgeting, facilities policies and procedures, and must develop and maintain a strong partnership with all units and individuals within CPDC (Capital Planning, Design and Construction) at the CO.  

  • The AVP is frequently in contact with the general public and represents the campus in a variety of settings.  

  • The AVP oversees and ensures performance on a variety of complex contractual relationships with vendors, service providers, and planning/design consultants. 

  • The AVP interacts with the campus community through a robust participatory governance framework of committees, as well as with auxiliary partners.  

  

What you bring:  

Minimum Qualifications: 

  • The successful candidate shall possess a bachelor’s degree in architecture, engineering, planning, facilities management, facilities construction, environmental science, or a related field.  

  • Experience with capital planning, supervising and motivating staff, preventative maintenance, and budget controls.  

  • Candidates should possess excellent communications skills in all media and a tactful, collegial management style.  

  • Ten years of progressively responsible experience culminating in a senior management role in the field of facilities, infrastructure, or logistical operations. Examples of such roles could include senior roles in public works, utilities, real estate, or construction project management. 

  • Demonstrated experience building and sustaining a high performing, service-focused organization and experience with strategic planning. 

Preferred Qualifications: 

  • A master’s degree in facilities management, civil engineering, a related field, or business, management or administration is preferred. 

  • Management experience within a public agency with specialization in public works or community development. 

  • Experience managing personnel in a unionized environment. 

  • A valid Professional Engineer (PE) Certification. 

 

Knowledge, Skills & Abilities 

  • Ability to lead a large service department in exemplary customer service.  

  • Ability to manage a large and diverse workforce in a collective bargaining environment.  

  • Thorough knowledge of large, complex facilities administrative, maintenance and construction operations, including HVAC, electrical utility systems and energy management programs.  

  • Ability to define problems, collect data, establish facts, and draw valid conclusions and to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with multiple abstract and concrete variables.  

  • Ability to comply with reporting requirements as it relates to construction management policy and procedures and financial reporting.  

  • Ability to develop and monitor metrics to ensure the organization is operating efficiently and effectively serving campus needs while meeting budgetary parameters.
