Position #2: Lead Fraud Risk Assessor
Location: 100% Remote
The Fraud Risk Assessment will identify and mitigate potential fraud risks within the Foreign Medical Program (FMP) administered by the Department of Veterans Affairs. FMP provides veterans with medical care received outside the United States, making it vulnerable to fraud, waste, and abuse.
To prevent fraud, it is important to understand the areas where an organization is vulnerable. Conducting an in-depth fraud risk assessment will help organizations analyze the risks that their company faces based on its unique complexity, departments, products, and market exposure.
Fraud Risk Assessments looks at all types of risk, how likely they are to happen, and the impact involved with each one.
Primary Responsibilities
The contractor will conduct a comprehensive Fraud Risk Assessment (FRA) to evaluate fraud risks and vulnerabilities related to FMP. The specific responsibilities will include the following:
Conduct a current state review
o Review organizational policies and procedures
o Conduct interviews with key stakeholders to gain an understanding of the program
o Review publicly available information, control documentation, past risk assessment results, reevant audit findings, working sessions, and similar activities.
Develop Fraud Risk Rating and Methodology Map
o Identify Risk Categories
o Establish a Risk Rating and Mapping Process
o Develop an overarching Fraud Taxonomy, including internal and external fraud risks, to facilitate consistent fraud classification across the program.
o Identify and map inherent fraud risks based on the Taxonomy, research, and the organization provided documentation and discussion with relevant stakeholders (GAO reports, Risk Register Model, control documentation, working sessions, etc.).
Develop a tailored Risk Rating Methodology specific to the program.
Control Environment Review
o Develop the Fraud Risk & Controls Questionnaire, aimed at identifying controls in place and understanding the strength of given controls related to the identified fraud schemes.
o Conduct Structured Interviews with stakeholders.
o Conduct a Data Analysis to supplement the Fraud Risk & Controls Questionnaire, combining the qualitative interviews with quantitative data analysis.
o Conduct Fraud Risk Workshops to facilitate an in-depth and cross-functional discussion on risks, processes and controls; and help identify key fraud risks based on the controls and processes in place.
o The identified controls are documented, and the impact and likelihood of fraud risks are assessed based on the control environment.
Documentation and Reporting
o Develop the Fraud Risk Profile for the program, which will include the priority residual risks and developing risk responses in collaboration with leadership.
o Draft a Fraud Risk Assessment Report, which will overview and translate the outputs and insights from the assessment into a comprehensive report.
Other Requirements/Recommended Skills:
o Prior experience with understanding Internal Controls
o Knowledge of Internal control environments
o Proficent in Excel
o Strong writing and reporting skills
o Familiarity with COSO framework
o Certified Fraud Examiners (CFE) preferred
