JOB DESCRIPTION

DUTIES & RESPONSIBILITIES


  • Manage and guide the QA/QC process during the execution and commissioning phases in a manner that achieves the project quality requirements within the standards, cost and schedule set by the company.
  • Ensure that QA/QC culture is visible across all projects at each level.
  • Assists with planning and implementing the quality process for all Capital Facilities and Pipeline Projects.
  • Manages and directs project quality personnel and ensures all projects are completed in a quality manner.
  • Manage lessons learned registry and implement action items.
  • Supports the project executions group reporting statistics up to the executive level.
  • Manages the projects commissioning process including the development of SOW, bid out deliverables and direct personnel involved in the static and dynamic portions of dry commissioning.
  • Work with third party shop fabricators to develop ITP's and ensure that the contractor meets these requirements.
  • Work with third party shop fabricators to approve Welding, NDE and hydrotesting procedures.
  • Ensure quality resources are planned, budgeted, and hired for quality execution of projects.
  • Manages the Non-Conformance process.
  • Ensures the project quality process follows the guidelines of the PMP.
  • Audit and identify shortcomings of construction inspection staff and train accordingly.
  • Manage conflict and expectations of personnel.
  • Create and implement Inspection Test Plans (ITP) and audit inspectors and construction managers to the ITP's.
  • Create and implement project QA program including vendor surveillance and Factory acceptance testing.
  • Work with Project Managers and business development teams to develop execution plans and estimates for shop inspection and commissioning costs.
  • Frequent project work sites to audit quality and documentation.
  • Oversee contractor QA/QC performance through spot and planned surveillance audits.
  • Maintain a high regard for personal safety, the safety of company assets and employees along with the public.
  • Perform other duties as required or assigned.

Working Conditions:

  • Required to carry a cell phone and be available to respond during working and non-working hours.

  • Up to 40% travel or more depending on project demands.

  • Occasionally required to travel significant distances by vehicle. Candidates will be required to provide a driving record and have a valid driver's license.

  • Varying working conditions from office settings to working outdoors in inclement weather conditions.

  • This position will be based out of Houston, TX.

  • The successful candidate will be required to clear a drug screen and a complete background check, including a credit report for certain positions, after an offer has been extended and prior to being employed.

Supervisory Responsibilities:

  • Will have oversight of and provide direction to direct reports, third party inspectors and documentation specialists.

  • Monitor and audit inspectors for performance of their roles and responsibilities.

  • Perform regional site visits as project needs warrant.

Education:

  • Minimum of High School Diploma or equivalent.
Experience/Specific Knowledge:

  • 20+ years of Construction, Quality and Commissioning Leadership experience in oil and gas, and/or processing facilities.

  • Knowledge and experience in the operation of pipelines, measurement, IEC, pump stations, compression, and all related equipment.

  • Must have technical abilities in reading construction plans, Isometric drawings and P&ID's.

  • Familiarity with PHMSA requirements, NACE, ASME and API specifications, standards, and recommended practices.

  • Experience with multiple disciplines such as civil, coatings, electrical, mechanical, structural, and welding.

  • Experience with all aspects and disciplines of construction work.

  • Proven track record of construction quality management and successful project completion.

  • Proven track record of knowledge and involvement in commissioning of projects.

  • Experience managing a construction quality program.

Certifications, Licenses & Registrations:
  • Must possess and maintain a valid driver's license and a driving record satisfactory to the company and its insurers.
Competencies, Skills & Abilities:

  • Has clearly demonstrated strong Quality Assurance competence.

  • Has working knowledge of ISO 9001 Quality management systems.

  • Has experience commissioning pipelines , compressor stations, meter skids and process facilities.

  • Strong analytical, interpersonal, negotiation and presentation skills required.

  • Excellent verbal and written communication skills.

  • Proven leadership skills in multi-cultural/national environments.

  • Strong customer focus and ability to build relationships with internal groups, customers, contractors, the public, and landowners.

  • Ability to prioritize, handle multiple tasks simultaneously and meet established deadlines with minimal supervision.

  • Proficient in Microsoft Office applications including Word, Excel and PowerPoint, Teams, Outlook, and other software applications.

  • Proficient math skills (addition, subtraction, multiplication, division, fractions, decimals).

  • Understand and implement Tallgrass policies.
