Essential Area of Responsibility:
The Controller will manage the company's accounting and payroll operations, ensuring the company's projects follow Government and internal laws, regulations, policies and procedures and project bills are produced in a timely and accurate manner.
The Controller is responsible for ensuring accurate and timely financial reporting to management and third parties. This includes accurate and timely expense reporting, labor collection, billing, and financial reporting. The position will also provide employee training to accounting staff.
The Controller is responsible for ensuring accurate and timely payroll submissions by supporting the Payroll Manager and reconciling payroll accounts.
The Controller will provide timely updates on accounting operations to the CFO on a regular basis.

General Function:
Responsible for full cycle accounting function, including general ledger (GL), accounts payable (AP), accounts receivable (AR), credit cards and expenses reports, and labor and payroll, and ensuring all accounting team members are efficiently and effectively performing their job duties.
Responsible for the preparation and implementation of accounting policies and procedures and financial reporting practices ensuring compliance with US GAAP and FAR requirements. Assess current practices and make recommendations for improvement.
Perform monthly close process to include service center allocation, indirect rate calculations, and revenue recognition.
Prepare account reconciliations for each balance sheet account with a balance and ensure accurate monthly recurring and adjusting entries are entered.
Ensure all transactions have proper support and approval documented in a way for efficient audit.
Perform unbilled receivable analysis and research any issues.
Prepare corporate cash flow analysis and update on a monthly basis.
Perform bank compliance reporting for the line of credit.
Ensure vendors are properly set up and supported with W-9 and EFT forms.
Ensure all accounting records are processed and stored according to company retention policy.
Create a financial dashboard with key performance indicators (KPI).
Support continual process improvement by leveraging experience and system capabilities as well as leading automation initiatives that support customer needs and company goals.
Oversee any accounting related audits, such as year-end financial statement, Defense Contract Audit Agency (DCAA), bank, tax, etc.
Responsible for fixed asset reconciliations, tracking and personal property filings.
Responsible for the company's timely reporting and compliance with all federal, state, and local tax filings and other regulatory filings.
Assist with corporate cash management and monitoring of the line of credit and outstanding accounts receivable.
Provide pricing support on proposals.
Assist with annual budgets and projections.
Proactively identify variances from budgets; research and resolve financial/accounting and compliance issues.
Work with other departmental managers in various functions within the company to ensure the accounting department is meeting internal management needs and acquiring appropriate information to generate accurate reports.
Assist with the creation and submission of the annual corporate DCAA/DCMA Incurred Cost Submission and Forward Pricing Rate Proposal submissions.
Review financial reports to ensure all expenditures are allocated to the correct accounts.
Monitor assigned tasks and keep management abreast of all issues, concerns, problems and accomplishments.
In coordination with the Director of Project Finance, responsible for project set-up and labor workforce requirements in Costpoint.
Qualifications:
Education/Certifications/Experience/Skills:
Bachelor's degree required.
Education in Accounting, Finance or related field preferred.
At least 14 years of progressive experience in public or corporate accounting.
At least 5 years of recent experience with Deltek Costpoint.
Recent experience with UKG preferred.
Firm knowledge of the FAR and US Government Contracting concepts.
Firm knowledge of Generally Accepted Accounting Principles (GAAP).
Ability to work with limited supervision.
Strong financial background and analytical skills required.
Strong attention to detail.
CPA certification is preferred.
Must know and understand the development and implementation of multiple cost pools and service centers.
Must be proficient in the use of Microsoft Office 365 Applications, (Outlook, Word, Excel, PowerPoint, Access, MS Teams, SharePoint Online) including experience with Pivot tables and VLOOKUP.
Must be able to transport self to various facility sites, as required. If using own motor vehicle, must possess a valid driver's license and proof of insurance.
Pay Rate: The annual base salary range for this position is estimated between $170 - 200K. Please note that the salary information is a general guideline only. PE Systems considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.
