Job Summary
.Department Specific Responsibilities
Ensures compliance and appropriate use of funds for all accounts within RTVS and certain business units at the Media School. Develops and documents policy and internal procedures and provides guidance, direction, and training to staff in all aspects of financial activities.
Responsible for assisting the University Chief Financial Officer and University Controller's Office in preparing annual financial statements for WFIU-FM and WTIU-TV, including Notes and the Management Discussion and Analysis, which are externally audited each year as a requirement for CPB grants of over $1 million
Independently manage, and processes operations for Radio and TV Services. Direct, process, and oversee financial processes, provide oversight on accounting, gift revenue processing and reconciliation
Develops and documents policy and internal procedures and provides guidance, direction, and training to staff in all aspects of financial activities.
Serves as expert resource to, and advises, staff on financial aspects, specifically related to accounting, compliance, and university policy for external and internal billing.
This position is department operations specialist for related activities that function similar to business across The Media School including the student media outlets. Appropriate delegate will be available to ensure proper internal controls.
Analyzes, manages, directs, and oversees the financial transaction activity of all fund accounts and exercises fiscal oversight for the department ensuring compliance with all applicable IU and IU Foundation policies and procedures.
Ensures expenditures are following federal, state, and university financial policies and guidelines and maintains the financial integrity of the department; ensures funds for all accounts are spent according to guidelines and within University Fiscal policies.
Verify expenditures are appropriate for the account and project activities. Resolves errors and discrepancies. This may include reviewing travel, HRMS e-docs (as Fiscal Approver), and IUF documents; ensuring that the charges are reasonable, and compliant, and then taking appropriate approval action.
Gathers data via IUIE/DSI and analyze data necessary for sound business decisions; make recommendations regarding financial data and accounts/sub accounts; use available technical tools; seek to develop additional tools to deliver meaningful analysis in the most efficient manner. Audit activities such as timesheet corrections via IUIE reports to ensure policy compliance.
Advises management in a variety of matters related to and/or affected by financial policy and procedure.
Serves as an expert resource to management on department and university financial policy and procedure, working to ensure departmental compliance with applicable rules and regulations through consultation with decision makers.
Attends meetings to review and discuss topics and issues related to the administration.
Other duties and responsibilities may be assigned, including work in other functional areas, to cover absences, equalize peak work periods, or otherwise to balance the workload.

Using knowledge and application of accepted procedures and standards, manages the daily and long-term financial and/or administrative operations of an organizational unit or an academic, research, and teaching department within a school or college.
Formulates policies and guidelines for division/department activities.
Controls all expenditures and statements of accounts to ensure regulatory compliance and fiscal integrity.
Manages general appropriation, endowment, federal and non-federal grants and contracts, and gift funds.
Develops, plans, and implements special projects, which may include space renovations, space allocations, staffing, equipment purchases, long-range plans, leasing of off-campus space and services.
Prepares operating and project budget drafts. Regularly explains financial concepts to non-financial employees.
Monitors division/departmental budgets and report any significant deviations from approved budgets.
May conduct a variety of human resources activities including employment, labor relations, benefits, training, and classification for unit/department.
May provide functional advice or training to lower-level staff.

Bachelor's degree in finance, business, or related field

Working Conditions / Demands
This role requires the ability to effectively communicate and to operate a computer and other standard office productivity equipment. The position involves sedentary work as well as periods of time moving around an office environment and the campus. Some lifting when stocking/retrieving inventory up to 10 lbs., attending meetings anywhere on campus, extensive computer use that creates visual strain, and the ability to concentrate and focus in an environment of continuous interruptions.
