The County of Riverside's Assessor-County Clerk-Recorder Department seeks to fill a Principal Deputy Assessor-Clerk-Recorder position on its Valuation Team in Riverside/Box Springs location.
The selected candidate will be responsible for planning and prioritizing workloads within the division. The incumbent in this position will evaluate existing personnel utilization, work methods, and procedures; determine workload and supervise the planning and scheduling of work; evaluate and recommend modifications in workload distribution and operating procedures to improve operational effectiveness; advise subordinates on difficult appraisal assignments; establish work standards; and plan and direct the implementation of new procedures. Travel throughout Riverside County and the State of California may be required as needed.
The department seeks candidates with experience in commercial appraisal, knowledge and understanding of the California Revenue and Taxation Code, strong data analytical skills, and managerial skills that emphasize teamwork and mentoring. The department highly desires an Appraiser's Certificate issued by the State Board of Equalization.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311(C) of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

Can you see yourself here?• Plan, assign, supervise, coordinate, and review the work of an assigned staff; advise subordinates on difficult appraisal or technical questions; assist in planning and supervise or personally conduct training courses for staff.
• Evaluate existing organizational and personnel utilization, work methods and procedures; determine workload and supervise the planning and scheduling of work; evaluate and recommend modifications in workload distribution and operating procedures to improve operational effectiveness; establish work standards, and plan and direct implementation of new procedures.
• Perform appraisals of complex, unique and/or extremely high value properties or those requiring the use of special appraisal methods and techniques.
• Analyze sales, listings, income of real property, and other data necessary to establish appraisal guidelines; reconcile differences of opinion or judgment of appraisers as to values in order to obtain countywide equalization.
• Review and evaluate the effectiveness of internal financial and accounting systems and ensure compliance with local, state and federal laws, rules and regulations.
• Appear before the Board of Equalization or in court to substantiate assessments; assist in the formulation and interpretation of appraisal policies.
• Review and pass upon protested evaluations; answer taxpayers' questions concerning appraisals.
• Research, review and analyze proposed and adopted legislation impacting an area of assignment (e.g., appraisal, recordation or interpretation of legal documents, certification of public records, or the confidentiality, retention, dissemination, access, and storage of records and information for County records).
• Schedule and conduct periodic staff meetings; prepare accurate detailed reports; represent the Assessor-Clerk-Recorder at meetings; make public appearances, deal with the local press and attempt to promote good public relations for the Assessor-Clerk-Recorder within his/her sphere of responsibility. OPTION IEducation: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in public or business administration, economics, finance, accounting, auditing, records management, or a closely related field to the assignment. (Additional qualifying experience may be substituted for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
Experience: One year as a Supervising Appraiser or a Supervising Deputy Assessor-Clerk Recorder with the County of Riverside.
OPTION IIEducation: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in public or business administration, economics, finance, accounting, auditing, records management, or a closely related field to the assignment. (Additional qualifying experience may be substituted for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
Experience: One year of managerial or supervisory experience which must have been primarily obtained while working in an Assessor, County Clerk or Recorder's Office or similar agency.
ALL OPTIONSKnowledge of: Principles and practices of effective supervision, including office management; basic principles of administration; principles and techniques of training; principles of statistical analysis; building materials, equipment, fixtures, workmanship, and general construction quality and quantity, as applied to all types of construction; methods of buildings and personal property appraisal for tax assessment purposes, including the methods prescribed by the State Board of Equalization; factors affecting physical, functional and economic obsolescence; laws, regulations, and court decisions affecting the appraisal of land, buildings, structures, and personal property; organization, procedures and responsibilities of the Assessor's Office; laws, rules and regulations governing recordability of documents; legal terminology applicable to recordable documents; types and formats of recordable documents; budget development, review and control; principles of records and information management, including records appraisal, retention and disposition.
Ability to: Plan, organize, coordinate, and supervise the work of a major division of the Assessor's Office; supervise and personally conduct training of appraisers in the techniques of property appraisal; analyze and interpret complex statistical and other data, devise logical conclusions and formulate sound appraisal guidelines; establish and maintain effective working relationships with the general public and fellow employees; perform difficult, complex appraisals; apply appraisal principles and techniques in the equitable and justifiable appraisal of property; speak and write effectively, analyze data and write clear, concise and complete reports and recommendations; utilize computer application programs and equipment to effectively gather, maintain and report data; analyze and interpret complex statistical and other data.Other Requirements
License/Certificate: Possession of a valid California Driver's License is required.
Appraisal Division Assignment: Possession of a valid Appraiser's Certificate issued by the State Board of Equalization. Individuals who do not possess a valid Appraiser's Certificate may file applications for employment. Incumbents must obtain the required certification within one year of employment. Possession of a Certified Records Manager (CRM) Certificate is desired for Records Management Assignments.
