Ideal Candidate:
  • Bachelor's degree required. Discipline in Chemistry, Engineering, Occupational Safety or Environmental Science preferred.
  • 8-10+ years of Environmental experience in a chemical plant
  • Does not need to be an existing manager, rather a senior employee who wants to transition into a manager level role would work as well.
  • Strong knowledge of regulatory environments (OSHA, DOT, and EPA).
  • Familiarity with OSHA's Process Safety Management Standard in chemical manufacturing preferred.

Responsibilities:

The HSE Manager is responsible for developing, implementing, and managing health, safety, and environmental (HSE) policies and programs to ensure regulatory compliance and foster a culture of safety within the organization. The HSE Manager will collaborate with various departments to identify and mitigate risks, conduct training, and drive continuous improvement in HSE practices. This role includes responsibility for the development, implementation, and maintenance of ISO-14001/45001 management systems to enhance organizational effectiveness and efficiency in HSE.

  • Policy Development and Implementation: Develop and update HSE policies, procedures, and guidelines.
  • Ensure compliance with local, state, and federal regulations.
  • Risk Assessment: Conduct regular HSE audits and assessments to identify hazards and risks.
  • Implement control measures and monitor their effectiveness.
  • Training and Awareness: Design and deliver HSE training programs for employees at all levels.
  • Promote HSE awareness through workshops, seminars, and safety campaigns.
  • Incident Management: Investigate accidents, incidents, and near misses to identify root causes.
  • Prepare reports and recommendations to prevent recurrence.
  • Compliance Monitoring: Monitor compliance with HSE regulations and standards.
  • Maintain documentation and records related to HSE activities.
  • Environmental Management: Develop and implement environmental management strategies.
  • Ensure waste management and pollution control practices are in place.
  • Emergency Response: Develop and implement emergency response plans.
  • Coordinate emergency drills and training exercises.
  • Collaboration: Work with management and employees to foster a proactive safety culture.
  • Collaborate with external agencies and organizations on HSE matters.
  • Management Systems (focused on ISO 14001/45001):Design, implement, and maintain management systems (environmental management, health, and safety) to meet organizational and regulatory requirements.
  • Ensure compliance with industry standards (ISO 14001/45001) and conduct regular audits to assess system effectiveness.
  • Establish key performance indicators (KPIs) to monitor the effectiveness of management systems and report performance to senior management.
  • Lead initiatives to enhance management systems, utilizing data analysis and feedback to identify areas for improvement.

Qualifications:
  • Bachelor's degree required; preferred disciplines include Chemistry, Engineering, Occupational Safety, or Environmental Science.
  • 8-10 years of environmental experience in a chemical plant.
  • Demonstrated experience with HSE audits and inspections.
  • Strong knowledge of regulatory environments (OSHA, DOT, and EPA).
  • Familiarity with OSHA's Process Safety Management Standard in chemical manufacturing preferred.
  • Demonstrated experience interfacing with government requirements and agencies.
  • Proven experience developing and training staff on HSE or Process Safety topics.
  • Excellent communication, leadership, and interpersonal skills.
  • Ability to analyze data and produce reports.
  • Proficient with Microsoft Office software.
