Job Summary

Provide counseling services to University employees regarding core University Payroll & Benefits (UPB) activities which requires moderate knowledge of benefit and payroll policies and procedures. Ensure the assigned areas of responsibility are conducted in compliance with established University and departmental guidelines, regulations and applicable state and federal tax laws.



Duties & Responsibilities


  • Research and respond to employees and departments in regard to benefits concerns such as Central Management Services (CMS), University benefits, and enrollment assistance to employees who contact us by telephone, e-mail, in person or through Team Dynamix.
  • Complete reports and audits by performing manual or electronic processing of benefit and payroll transactions in multiple databases including Banner, HR Front End and Central Management Services (CMS) while ensuring compliance with CMS, University policies, Federal and State laws and UPB procedures.
  • Research and respond to employees and departments in regard to payroll questions and issues related to: payroll transactions, adjustments, retro pay, payroll check cancellations, reissues, check distribution, W2s, reissued tax forms, employment verifications, voluntary/involuntary withholdings, death benefits, terminal benefits and other UPB related questions.
  • Assist higher level staff with HRFE Separation processing and updating CMS Membership System and Banner.
  • Assist employees with navigating System Human Resources Services site (My UI Info) for information and submitting enrollments/changes.
  • Under direct supervision, assist higher level staff with higher level CMS and University system audits. Process mail, faxes and scan documents into employees' electronic files. Other duties assigned as appropriate for a Benefits Representative classification.


Minimum Qualifications



1. Any one or combination totaling eighteen (18) months from the categories below:


a. College course work in human resource management, business administration, social sciences, or a closely related field:


- 30 semester hours equals one (1) year (12 months)


- Associate's Degree (60 semester hours) equals eighteen months (18 months)


- 90 semester hours equals two (2) years (24 months)


- Bachelor's degree (120 semester hours) equals three (3) years (36 months)


b. Work experience performing clerical or paraprofessional duties related to benefits and/or insurance benefits in benefits, insurance, retirement, healthcare, or human resources.



Knowledge, Skills and Abilities

  • Ability to comprehend benefit programs, interpret/explain changes to benefit plans and premiums, and provide entry-level counseling services to employees seeking assistance from UPB Customer Services.
  • Ability to gain knowledge about applicable University policies/procedures and state and federal laws related to payroll and benefit areas of responsibility.
  • General knowledge of HIPAA legislation to ensure that employee records are confidential, so the University remains in compliance with federal mandates.
  • General computer skills and ability to learn specific applications including Banner programs/applications and other specialized computer programs (e.g., My UI Info, NEWT, TeamDynamix and other programs) to ensure counseling services and other assigned areas of responsibility are conducted accurately and in a timely manner.
  • Advanced Microsoft computer skills including: Word; Excel; Access; Outlook; and Internet browsers.
  • Ability to perform basic mathematical calculations to ensure the accuracy of payroll deduction.
  • Ability to learn how to use office equipment including calculators, photocopiers, printers, digital scanners, and facsimile machines.
  • Strong verbal and written communications skills to effectively communicate with University clients and other internal/external groups.
  • Strong interpersonal skills to develop and maintain work relationships with University clients and other internal/external groups and ensure customer service goals established by OBFS are successfully met.
  • Ability to manage and prioritize multiple tasks accordingly to meet stringent deadlines and respond to urgent matters in a timely manner while staying on task with other assigned duties and responsibilities.
  • Ability to work independently and exercise good judgment and discretion in handling/processing confidential benefits and payroll documents.
  • Knowledge about guidelines set forth in the following publications/resources: The General Rules Concerning University Organization and Procedure; Business and Financial Policies and Procedures Manual; State of Illinois Central Management Service (CMS) group insurance manuals, policies, and procedures; Payroll & Benefits Policies and Procedures.
  • Basic knowledge of Social Security, Medicare, benefit policies and procedures established by the State Universities Retirement System (SURS).
  • Basic knowledge of the CMS Membership System, operations and services regarding group insurance programs.
  • Basic knowledge of functions performed by University Human Resource offices.
  • Proficiency with Banner programs/applications (including basic knowledge about Banner reports) and other specialized computer programs (e.g., My UI Info, NEWT, TeamDynamix, and other programs) to ensure counseling services and other assigned areas of responsibility are conducted accurately and in a timely manner.
  • Knowledge of policy and procedures related to voluntary payroll deductions.


Appointment Information


This is a 100% full-time Civil Service 4602 - Benefits Representative position, appointed on a 12-month basis. The expected start date is as soon. The budgeted salary range for the position is $40,000 to $44,000. Salary is competitive and commensurate with qualifications and experience, while also considering internal equity.


Sponsorship for Work authorization is not available for this position. System Office jobs such as this one are not eligible for the Referral Program.
