RMC is hiring a Program Analyst in Indian Head, MD. The selected applicant will be responsible for providing technical support to Purchasing Teams within the NSWC IHD Enterprise. Duties may include:
Providing operational, compliance, and technical oversight training to procurement teams and technical codes, while monitoring cardholder operations and resolving issues as they arise
Evaluating and monitoring key procurement metrics, including screening performance and error correction
Ensuring cardholders maintain accuracy and compliance with NAVSEA metrics and standards
Formulating and processing Navy Enterprise Resource Planning (ERP) Purchase Requisitions (PR) and manages open obligation reports, including the Unmatched Disbursement (UMD) report
Collaborating with comptrollers, procurement, and warehouse personnel to resolve discrepancies and ensure smooth operations
Mentoring and training new NAVSEA employees, ensuring they are proficient in all areas of procurement before transitioning to the technical departments
Standard Requisitioning and Issue Procedures (MILSTRIP), 4thParty logistics (4PL), purchase card creation within ERP, contracts, Outgoing Funding Documents (OFD’s), Government Invoicing (G-Invoicing), and automated systems
Developing and maintaining procurement process guides to streamline Command procedures while adjusting according to policy to ensure compliance with Financial Improvement and Audit Readiness (FIAR) standards and overall audit readiness
Providing technical guidance to cardholders, Approving Officials, screening personnel, and technical codes, ensuring that all decisions are data-driven, and performance metrics are closely monitored
Evaluating, developing, and implementing new automated procurement tools and initiatives to improve operational efficiency, ensuring the Command has access to the most effective tools to meet NAVSEA objectives
Communicating material order statuses and alternate scheduling with departments
Training personnel to manage material using various programs that interface with Navy ERP to constantly analyze data in different forms to ensure supply management objectives are completed accurately and on time
Evaluating policies and procedures to ensure mission readiness and audit compliancy, through development of new business practices with leadership from various commands in support of NAVSEA audit compliancy and cost reduction
Developing processes and training to ensure the utilization and understanding of Navy ERP across the departments, to ensure material is being purchased, managed and tracked accordingly
Requirements
Candidate must possess an Associate’s degree with two (2) years of relevant experience or a High School diploma with four (4) years of relevant experience in a related discipline.
An active DoD Secret clearance is required to start. The applicant selected may be subject to a security investigation and must meet eligibility requirements for access to classified information.
Prior experience handling DoD funding documents and DoD acquisitions/procurement is desired, but training will be provided as necessary.

Salary at RMC is determined by various factors, including but not limited to location, a candidate's specific combination of education, knowledge, skills, competencies, and experience, as well as contract-specific requirements. The current salary range for this position will be $60,000 to $75,000 (annually).
