The Senior Buyer will directly manage government-funded and commercial projects that our client is engaged in such as:
Federal Grants - Manage procurement and sourcing for large, multi-year federal grants for work programs, and adhere to all other US Government and contract requirements.
Commercial Projects - Manage procurement for shorter-term, time-sensitive confidential projects for commercial customers including sourcing, and vendor management, and supplier contracts negotiations.
The Senior Buyer will also be responsible for the sourcing and procurement of materials, equipment, services, and timely delivery to support operational needs critical to drilling and completions operations. The ideal candidate must have experience with Procurement Systems to streamline procurement processes and strong expertise in managing Requests for Bidding (RFB), Requests for Proposals (RFP), and Requests for Quotations (RFQ).
Job Duties and Responsibilities
Develop and execute sourcing strategies for field operations equipment, tools, and services (e.g., drilling and workover contractors, packers, sand control screens, wellbore cleanout tools, artificial lift systems, and well intervention services).
Oversee end-to-end procurement supporting work and obligations.
Utilize and optimize the procurement System to automate procurement workflows, track supplier performance, and manage contract lifecycles.
Conduct market analysis to identify cost-saving opportunities and alternative suppliers while ensuring supply chain resilience.
Develop, issue, and manage Requests for Bidding (RFB), Requests for Proposals (RFP), and Requests for Quotations (RFQ) for competitive vendor selection.
Evaluate bid proposals, ensuring compliance with technical, commercial, and contractual requirements.
Develop long-term supplier relationships with key vendors in the subsurface, drilling and completions industry.
Negotiate pricing, contract terms, and service-level agreements (SLAs) to secure the best value.
Monitor supplier performance, compliance, and risk factors.
Track shipments, manage inventory levels, and prevent delays in wellsite operations.
Optimize delivery schedules for drilling, workover/completions equipment and to align with operational and business needs.
Address and resolve invoice discrepancies, order fulfillment issues, and vendor-related concerns efficiently.
Lead cross-functional procurement initiatives to improve processes and align with business goals.

Be responsible for developing and maintaining close professional working relationships with customers and clients.
Education and Experience
Bachelor's degree in supply chain management, Business Administration, Engineering, or related field.
Greater than 8 years of experience in the upstream oil & gas industry and/or energy transition industries, including experience in sourcing for federal field demonstration projects and commercial engagements.
Strong knowledge of drilling, workover and completions equipment, well intervention tools, perforation, cementing, and pressure control technologies such as wellheads, casings, valves, and Xmas trees.
Professional certifications such as CPSM, CIPS, or PMP are highly desirable.
Preferred:
Hands-on experience with Procurement Systems for automation, bid management, and supplier tracking.
Experience managing RFPs, and RFQs, including vendor selection, evaluation, and contract execution.
Experience in Unanet or other ERP system
Preferred: Experience working with DOE, or other U.S. government procurement, including FAR, DFARS, ITAR, and Buy American Act regulations.
Comfortable working under pressure and meeting/exceeding targets in a continuously changing environment.
