Bachelor's degree in computer science, business technology-related, or a related field from an accredited institution. Five years of experience in business analysis or project management, with at least 2 years in leadership or director-level role or in a related field. Experience managing a team of business analysts or project managers is strongly preferred. Business analysis professional-level certification (e.g., CBAP) or Project Management Professional (PMP) certification is required; additional business analysis or project management certifications are highly desirable, as is ITIL, Agile, Scrum, CAPM, PMI-ACP certifications. Relevant experience in a large state institution of higher education is desirable. Additional education may be considered in lieu of experience.
Performs complex and highly advanced managerial work providing direction and guidance in strategic operations and planning to bridge the gap between IT and the business of Sam Houston State University. Responsible for the successful delivery of IT solutions to campus partners, including the development of parameters for successful IT systems, the oversight of their operations, consultations provided on what kind of features or modifications would best serve SHSU's strategic goals, and the successful delivery of IT projects. Provides leadership and guidance to staff, ensuring best practices in business analysis and project management are followed and continuously improved.
Develops and implements the strategic vision for Business Technology Solutions (BTS), ensuring alignment with organizational goals. Oversees business analysis and IT project management initiatives to meet strategic priorities and serves as a key advisor to senior leadership on technology strategies and execution. Leads and mentors the Business Analyst (BA) and Project Manager (PM) teams, fostering collaboration, professional development, and continuous improvement. Ensures consistent application of business analysis and project management methodologies and tools while refining processes to address complex business needs. Facilitates collaboration between BTS, campus partners, and stakeholders to deliver customer-centric solutions. Manages resource allocation, risk, and budgets, ensuring projects are delivered on time, within scope, and aligned with organizational policies. Compiles and disseminates comprehensive project and portfolio reports, covering status, budget expenditures, and key performance metrics. Acts as a point of escalation for issues, oversees governance and reporting mechanisms, and drives process improvements to enhance efficiency. Continuously evaluates and improves business analysis and project management processes, tools, and methodologies. Promotes innovative practices and represents BTS in strategic discussions. Performs other related duties as assigned.

Strong communication skills, both orally and written. Requires critical judgment for the department, in which very serious consequences for decision-making can occur. Interprets and applies complex directives, policies, regulations, statues, and procedures, and/or written guidelines for a department or major work group. Special procedures sometimes require extended hours. Some travel is required.
This position may be designated as a Campus Security Authority (CSA).
Up to 20% of this position, over the fiscal year during off-peak periods, may be performed remotely as determined by the supervisor.
