Position: Senior Java / Cloud Developer
Location: Salt Lake City, Utah (The Frank E. Moss Courthouse is going through a seismic
upgrade and major renovation until the first quarter of 2026. Therefore, this position will
primarily telework until completion with occasional visits to our temporary location.
Starting Salary Range: CL 29 $84,284 - $137,032 Starting salary commensurate with
experience, education, and qualifications.

POSITION OVERVIEW:
Java / Cloud Developers are integral members of the CHAP Applications Team, responsible for
supporting and enhancing our nationally deployed CHAP suite of applications. CHAP serves up to
350 Bankruptcy Court Judges across the United States, streamlining courtroom operations by
automating key processes such as scheduling, document management, case review, and note-taking.
As part of this collaborative team, Java / Cloud Developers contribute to the design, development,
and delivery of both web-based and mobile applications. They are expected to consistently deliver
high-quality solutions on time, within budget, and in alignment with project requirements. Ideal
candidates are self-motivated, proactive, and results-driven, with a strong commitment to improving
user experience and application performance.
In this role, the Java / Cloud Developer will also play a vital part in evolving our cloud infrastructure,
working closely with cross-functional teams to enhance development workflows, drive efficiencies,
and ensure the scalability and reliability of our systems.


WHAT THE TEAM IS LOOKING FOR IN A CANDIDATE:
· Sound software engineering fundamentals in design, development, and quality assurance.
· Planning and executing phases of the software development life cycle utilizing industry
standard methodologies to achieve end-to-end development of client/server and web-based
applications.
· Coordinating the full life cycle of IT projects using Java EE, Java, Infomix DB, SQL, Spring
JDBC or JPA, JavaServer Faces 2, JSP, Maven, Tomcat, Spring MVC, and various server
and client-side scripting languages.
· Development leveraging established component libraries (RichFaces, Primefaces, Vue.js,
etc.) and implementation of custom JSF Composite Components.
· Documentation of detailed technical and architectural design decisions.
· Develop prototypes and proofs of concept for proposed solutions. Participating in application
demos with users and enhancing user experience.
· Optimization and performance tuning of developed applications.
· Architect and deploy robust cloud solutions utilizing AWS, Azure, or Google Cloud,ensuring best practices in security, scalability, and performance.
· Design and implementation of CI / CD pipelines to automate build, deployment, and testing
processes, fostering a culture of DevOps within the organization.
· Collaborate with development and operations teams to define and implement cloud
governance policies, ensuring compliance with industry standards.
· Conduct performance tuning and optimization of cloud resources to achieve operational
excellence and cost efficiency.
· Mentor other engineers, sharing knowledge and best practices to cultivate a high-performing
team environment.
· Stay current with emerging cloud technologies and trends, evaluating their potential impact
and applicability to our infrastructure.


QUALIFICATIONS:
Applicants must have two years of specialized experience programming in Java, experience in
cloud engineering or related fields with a strong track record of designing and managing cloud
infrastructure, and need to be familiar with Linux (or related) operating systems.


DESIRED SKILLS/EXPERIENCE:
· 7+ years programming experience, with 5+ years programming in Java, JavaFX, 2+ years
Tomcat configuration.
· Strong web application development experience.
· Experience with Facelets or Java Server Pages (JSPs), Servlets, web application frameworks
(JavaServer Faces 2, etc.), JavaScript frameworks (jQuery, etc) and Cloud environments.
· Knowledge and experience with web servers, application servers, and relational database
management systems (RDBMS).
· Full life cycle experience developing Java EE applications.
· Knowledge or experience building web applications using web application frameworks (JSF,
Struts).
· Knowledge or experience with Dependency Injection and Aspect Oriented Programming
(Spring).
· Knowledge or experience with Persistence frameworks (Hibernate and/or JPA).
· Proficiency in scripting languages such as Python, Bash, or PowerShell for automation and
orchestration.
· Deep understanding of cloud architecture principles, including microservices, serverless
computing, and containerization (Docker, Kubernetes).
· Experience with cloud security best practices and compliance regulations.
· Familiarity with monitoring and logging tools (e.g., Prometheus, ELK Stack, DataDog) to
ensure system reliability.
· Expertise in cloud platforms: AWS, Azure, or Google Cloud. Cloud certifications are a plus.
· Proficiency in NoSQL Databases.
· Advanced knowledge of cloud-native application development and deployment.

CONDITIONS OF EMPLOYMENT:

The United States Bankruptcy Court is part of the judicial branch of the United States
government. Court employees are not included in the government’s Civil Service classification.
They are, however, entitled to the following benefits: paid vacation, paid holidays, sick leave,

accounts (health and dependent care), long term care options, and the Thrift Savings Plan (the
federal government’s 401K plan). This position is subject to mandatory direct deposit for
payment of net pay.
