Academic Req: Required - Bachelor's degree in business or finance



Certifications: First aid, CPR, Emergency behavior intervention



Work experience: Required - Five (5) plus years of hands-on financial experience, including managing accounts receivables/payables, analyzing financial reports, oversight of large purchases, and reconciling financial accounts



Critical Action Items & Measurable Deliverables:

1. Review and monitor how employees time and cost allocations are created and maintained across all contracts and locations.
2. Perform monthly, and as needed, internal audits to assess fiscal integrity.
3. Utilizes systems to track and ensure level and regulatory compliance, as well as internal controls and financial procedures, followed at all levels of the division.
4. Assist with the creation of divisional contracts, budget tracking documentation, and other tracking systems as needed.
5. Reviews financial aging report, follows up with leadership staff, and submits written feedback and plan of action to obtain financial reimbursement.



Other Responsibilities:

1. Maintains timeline of divisional responsibilities organized by communicating situational awareness of events relating to program budgets, contract compliance, and contract deadlines.
2. Acts as a liaison between the Compass Connections system financial department and the Compass Connections leadership team to provide clear and consistent communication to facilitate problem resolution.
3. Assists with the development of budgets for new grant proposals, new contract awards, and contract renewals.
4. Analyzing existing budgets on both division and departmental levels. Gather monthly or annual budgets and compare them to actual expenditures, income and costs and noting any significant deviation or excessive spending.
5. Establishes training for leadership and support staff on the Compass Connections system tools for fiscal management: ABM, Concur, Excel, general ledgers, financial summaries, etc.
6. Provides oversight of all divisional financial contracts including fleet, equipment, and lease agreements.
7. Assists Executive Director with administrative and management support.
8. Provide training and consultation in the area of federal and state expenditure requirements.
9. Maintains contract files and paperwork according to contract requirements and guidelines.
10. Performs analysis of financial trends for locations and programs; flag identified variances for discussion with leadership team.
11. Provides strategic oversight of the division's uniform grant guidance processes to ensure compliance.
12. Support Administrators/Program Directors to troubleshoot under-spending and overspending.
13. Works with Grant Accountants to assist with timely and accurate monthly billing submission, plan changes and budget adjustments.
14. Works with the Compass Connections system finance department on behalf of Compass Connections to escalate, follow up, and resolve any financial issues.
15. Provide support in preparing for and undergoing internal and external audits.



Requirements:

1. Pass a pre-employment drug screen and random drug screens throughout employment.

4. Knowledge of generally accepted accounting principles.
5. Ability to provide outcomes, results, recommendations, and solutions based on the review and creation of division-wide budgets and accounting reports.
6. Ability to make decisions to effectively resolve problems or issues, by using judgement that is consistent with agency standards, practices, policies, and procedures.
7. Skills to develop strong systems and business processes that improve performance and divisional impact.
8. Excellent computer skills with experience assisting with the development, implementation, and maintenance of data collection.
9. Demonstrates the ability to present and maintain professional appearance and demeanor as a member of the organization's management executive team.
10. Demonstrate the ability to:
a. Work effectively with Compass Connections system leadership, state licensing representatives, and funding source entities.
b. Respond sensitively and competently to the service population's cultural and socio-economic characteristics.
c. Communicate effectively in writing and verbally in English.
d. Work collaboratively with other staff members, service providers and professionals.
e. Work in a fast-paced environment and maintain emotional control and professional composure at all times.
f. Organize and prioritize responsibilities and duties efficiently.
g. Maintain computer literacy required to meet the responsibilities of the position.
h. Work effectively and without intensive supervision both independently and as a member of a multidisciplinary team.
i. Participate and work effectively with an Incident Management Team, as needed.
11. Demonstrate a working knowledge of local and applicable social welfare policies, to include Compass Connections policies and procedures, as well as any relevant regulations, guidelines, and standards.
