Senior Data Analyst | Make an Impact with Anglicotech!
We are seeking a Senior Data Analyst who will thrive in a challenging, rewarding, process-oriented environment supporting the Marine Corps Installations Command (MCICOM) Installation Analytics Branch. The Installation Analytics (IA) branch supports strategic decisions by leveraging data in a common data environment and applying advanced analytical methods in accordance with DoD and commercial analytics best practices for strategic installation policy decision support to deliver ready forces over time through the Planning, Programming, Budgeting and Execution (PPBE) process.
This person will analyze and summarize historical data related to infrastructure and installation services. This will include but is not limited to, data collection, data cleaning, data normalization, data integration, and the use of statistical methods to provide insights into historical performance.
Location:
This position is located in Arlington, VA with up to 25% travel to Installation Regions located on the East/West Coasts of the U.S. and in the Pacific.
Salary:
$133,000 - $175,000 (depending on experience and education)
Responsibilities:
Collect, normalize, analyze data and present results of real property assets or MCICOM programs within the installations portfolios. Provide programmatic, cost, budget, schedule, and technical requirements utilizing descriptive methods, tools, and supporting visualizations.
Use analytic tools to combine, analyze, and interpret very large and complex datasets to perform exploratory analyses and develop data-informed organizational solutions.
Employ a variety of cost and schedule estimating techniques, (e.g. engineering build-up, analogy, parametric, and extrapolation from actuals) while leveraging subject matter expertise and employing visualizations and metrics to display results.
Design, develop, enhance, and support new and existing dashboards and visualizations using the following (but not limited to) tools; Tableau, Python, or R to support planning, programming, budget, and execution decisions.
Develop formulas and/ or scripts extracting information from a variety of data formats (e.g., SQL tables, structured metadata, network logs).
Supervise algorithm implementation and data mining in Cloud computing environments.
Conduct and implement statistical analysis to identify trends and probabilities that visualize MCICOM data that can be used by decision-makers across MCICOM HQ, regions, and installations.
Develop code to generate analysis, reports, and visualizations summarizing data sets providing data-driven insights, and recommend corrective actions related to data quality.
Provide technical guidance, advisory support, and assistance on an entire project and/or major phases for broad and varied operations.
Document key modeling parameters for employment to ensure compatibility with Marine Corps decision support to inform the PPBE process.
Identify and refine key readiness metrics and data for the installation portfolio (e.g. facility condition, mission dependency index, configuration, capacity, resiliency, etc.) and incorporate authoritative metrics and data into a mathematical model to maximize readiness (MAX readiness) to a given budget or minimum budget (MIN Budget) to an acceptable level of readiness.
Perform historical cost and schedule analysis supporting MCICOM's portfolio and functions IAW DoD cost estimating best practices.
Verify data sources and algorithms with IA and MCICOM representatives.
Validate and present results to MCICOM senior leadership and key Marine Corps stakeholders.
Security Clearance:
U.S. Citizenship required
Ability to obtain and maintain a U.S. Security clearance at the minimum level of Secret
Education and Experience:
BS/MS degree in data science, computer science, engineering, mathematics, operations research or another technical field of study with expert knowledge of databases, data modeling, and SQL.
Minimum 10 years of relevant DoD or Federal experience.
Proficiency in Tableau and Microsoft office suite tools.
Preferred Additional Skills:
PhD in the above listed fields of study.
IBM Data Engineering Professional Certificate.
Google Cloud Certification: Cloud Data Engineer Professional Certificate.
IBM Data Warehouse Engineer Professional Certificate.
Experience in the DoD PPBE process.
Excellent communication skills, both written and verbal, and ability to work independently and as part of a team.
Strong organizational and time management skills.
