Job Summary
The Construction Engineer (CE) will be engaged in theproject from the initiation / definition phase through final commissioning andcloseout. Below is list of activities / deliverables the CE may be involved inthroughout the life cycle of a project from initiation to final commissioningand closeout. Project scopes vary as will the roles of the CE for each project.
Job Duties and Responsibilities
• Assist the Construction Group to manage capitalprojects through the entire life cycle from definition to closeout
• Participate as a member of project teams to developproject scope, project cost estimate, project schedule
• Participate on site field / scope visits
• Assist others in developing schedule including criticalpaths
• Develop detailed construction plans and identify outagerequirements to implement new facilities, Identify required permits, &Develop detailed estimates.
• Work with Utility Company major accounts groupregarding outages that affect external/internal customers
• Develop construction contract bid packages; reviewresponses and participate in vendor selection
o Develop bid package / RFP
o Conduct pre-bid meeting withcontractors
• Participate in design constructability reviews for alldisciplines (site, foundation, electrical & relay, T-Line) to identify andeliminate costly expenses during the construction phase
• Develop detailed construction plan, which includes alist of outages, exact work dates, and construction resource requirements
• Identifies and addresses all project safety hazards andenvironmental concerns. Responsible for monitoring and routine reporting onproject construction schedule and cost
• Perform quality assurance checks during construction
• Monitor schedule and progress versus requested inservice date
• Responsible for closeout of construction contracts andas-built documentation
• Monitors that all Utility Company procedures andprocesses are followed so that we will comply with all regulatory requirements
• Provide Construction Management over site tocontractors responsible for constructing and commissioning TransmissionSubstations and Transmission Lines across the Utility Company System
Qualifications(Knowledge, Skills and Abilities):
Bachelor's Degree in Engineering required;
Degree must be from a college or university with an accredited engineering program (ABET);
Requires ten (10) years' or more applicable experience in the construction of capital projects;
Must have superior interpersonal, leadership, communication, organizational, and presentation skills;
Requires a proven ability to communicate effectively both verbally and written;
Must possess advanced knowledge of MS Office suite of products (especially MS Word and MS Excel).
Preferred Qualifications:
• Experiencegained in the Electric Transmission and Distribution industry stronglypreferred;
• Experiencegained through manufacturing, municipal or other industrial industriespreferred;
• P.E. orPMP preferred.
Working Conditions:
• Work is conducted in an office environment(Private or Semi-Private Office) and requires occasional travel to off-sitework locations
• Field duties require outdoor work in a plant orconstruction atmosphere
• Interaction with other team members, as well assupervisors and client personnel
• Working plant, construction, and/or shop areasaround production machinery with extreme noise levels
• Must be able to wear safety equipment asrequired by the safety department for personal protection
• May be at more than one job site in a day andmust be able to tolerate climate changes
• May be required to travel out of town on aperiodic basis
