CWS is looking for a Business Development Capture Specialist to support our business development efforts. The Business Development Capture Specialist will be responsible for obtaining information and identifying key employees on federal government contracts our business development team is pursuing. Through successful connections with employees and government personnel, gather data and commitments that will assist in constructing proposals.

Key Tasks and Responsibilities

* Collaborate with the business development team to seek out various data sources and compile valuable contract information and key resources for bids being pursued.

* Conduct in-depth conversations with engaging incumbent resources and government customer representatives to gain an understanding of the various IT services being performed, the size and scope of the contract, and any valuable information to support the CWS proposal. Present any and all findings to the business development and senior management teams.

* Maintain appropriate records, create and maintain tracking reports in relation to compiled research.

* Identify key roles required on the bid and work to create position descriptions to assist in capturing skilled IT individuals.

* Through combinations of internal company resources, incumbent personnel, and external IT professionals, compile commitments for all key roles and any required paperwork for the bid.

* Using available information from the business development team and resources like LinkedIn, identify, engage, and partner with any incumbents and/or qualified IT professionals that would meet proposal requirements.

* Work with management to select most qualified candidates and manage all letters of intent and paperwork for selected candidates.

* May assist in gathering salary information, ensuring compliance with budget and contractual requirements to submit a strong, competitive bid.

* Work with recruiting to post and advertise key roles, then monitor and screen of candidates as they apply.

* Maintain communications with key employees and government personnel up until contract award.

* Performance of other duties as assigned.



Education & Experience

* Bachelor's degree and at least five years of experience in a federal government contracting business development, capture management, recruitment, or similar role. Equivalent combinations of education and experience will be considered.

* Strong communication skills are required. Must demonstrate a successful history of engaging with passive employees and skilled IT professionals.

* Highly skilled at identifying and establishing relationships with employees and qualified IT professionals using contract intelligence, LinkedIn, and other sites where key personnel may be identified.

* Ability to review government documents, establish requirements for the contract, compile that data into specific job descriptions, and identify resources that successfully meet those requirements.

* Substantial knowledge of IT services contracts that will allow for productive conversations with engaging resources about the work being performed.

* Flexible, willing to take on more responsibilities as needed, and devote time necessary to complete deadlines.

* Experience in an IT government contracting environment is strongly preferred.

* Ability to maintain strict levels of confidentiality in handling sensitive information.

* Must have experience with MS Office Suite (Outlook, Word, Excel, PowerPoint, Project, and/or Access).
