JOB SUMMARY

The Executive Director of Institutional Research & Effectiveness oversees the Office of Institutional Research and Effectiveness (IRE), reporting to the Vice President of Economic & Institutional Development. The executive director works closely with the President and college cabinet to plan for and manage the college’s strategic planning processes; design assessment instruments to assess performance outcomes and processes for units across the college; collect, manage, and analyze data; and oversee and satisfy institutional data reporting requirements with accrediting agencies, state and federal offices, and grant funding institutions. The executive director supervises the Assistant Director of IRE and the IRE Coordinator and makes efforts to improve the outcomes orientation and data analytics skills of more than 180 personnel working at four instructional sites across a five-county service area.

  • ESSENTIAL JOB FUNCTIONS
    Strategic Planning (15%)
  • Working directly with the president and V.P. of Economic and Institutional Development, lead planning,
    coordination, and collaboration processes for the development, review, deployment, communication,
    implementation, and assessment of the college’s mission statement and strategic plan. The college
    creates a strategic plan every five years and reviews and amends it annually. The college reviews and
    validates or amends its mission statement annually.

         Professional Development and Accreditation (15%)

  • Identify, develop, refine, procure, and deliver professional development opportunities to strengthen the
    outcomes orientation and continuous improvement culture and skills of the Cleveland State workforce.
  • Lead college-wide efforts to ensure Cleveland State and numerous complex and closely regulated
    academic programs continue to meet or exceed accreditation requirements and assist departments to
    support programmatic accreditation.
  • Serve as institutional liaison for the Tennessee Board of Regents (TBR), Tennessee Higher Education
    Commission (THEC), Tennessee Student Assistance Corporation (TSAC), and Southern Association of
    Colleges and Schools Commission on Colleges (SACSCOC) as well as numerous discipline-specific
    accreditation bodies.

         Performance Assessments (30%)

  • Work with faculty, staff, and external governing agencies to ensure the college develops valid and
    reliable performance assessments, and measures of effectiveness to support and inform improvement of
    teaching effectiveness, student learning, and administrative process improvement efforts.
  • Work closely with leadership in academic affairs, student affairs, and workforce development to collect
    data and analyze outcomes; consult with administrative units to measure and analyze performance;
    measure and assess college-wide objectives.
  • Work with college leadership to support the institution’s comprehensive data collection, storage, and
    information security requirements needed to meet the mission of the Institutional Research and
    Effectiveness office.

        Data Evaluation and Institutional Assessment (15%)

  • Evaluate and interpret data trends and communicates findings and recommendations to the President,
    Vice-Presidents, Deans, and Directors, and appropriate offices and programs.
  • Coordinate and implement a comprehensive system of institutional assessment and evaluation, maintain
    the college’s Fact Book, and provide assessment outcome reports to the units of the college.

         Analysis and Reporting (15%)

  • Both independently and in response to guidance from the college president and supervisor, analyze and
    evaluate college data to identify insights that can inform and support the college’s transformation and
    continuous improvement initiatives.
  • Prepare and submit state and federal reports as required by external agencies.
  • Produce, coordinate, submit, and maintain an archive of institutional performance reports submitted to
    TBR, THEC, and numerous other regulatory and accreditation agencies.

         Outcomes and Quality Assurance (5%)

  • Serve as primary leader for the college’s Institutional Outcomes & Quality Assurance committee and
    provides joint leadership of the Academic Outcomes committee and Data Team.
  • Communicate assessment outcomes and trends to the college’s senior leadership team as well as leaders, faculty, and staff college-wide and governance and regulatory agencies.

         Grant Initiatives and Budgeting (5%)

  • Organize data for implementing and tracking the college’s grants and initiatives.
  • Forecast and manage unit budget requirements.

KNOWLEDGE, SKILLS AND RESPONSIBILITIES

  • Commitment to assessment, institutional effectiveness, and accreditation requirements.
  • Excellent written and oral communication skills.
  • Management and leadership experience skills appropriate for information technologies in an educational setting, including data analysis, unit assessment, and planning.
  • Experience in technical report writing, summarizing data and communicating results.
  • Ability to work successfully with personnel at all administrative levels is required.
  • Commitment to demonstrating, fostering, and enhancing teamwork through interpersonal skills and
    effectively maintaining college-wide involvement in planning and assessment activities.
  • Strong project management and time management skills to simultaneously work on and manage
    numerous, complex, data intensive projects at the same time and meet critical, often inflexible deadlines
    for internal and external stakeholders.
  • Knowledge and understanding of complex organizational interactions among internal and external
    educational programs and agencies.
  • Superior organizational and customer service skills.
  • Supervise the Assistant Director of IRE and the IRE Coordinator.

Non-Essential Functions:

  • The incumbent may be asked to represent the college at events pertinent to the Office of Institutional Research & Effectiveness.
  • The incumbent may be asked to serve on one or more college committees and to participate at an appropriate level in administrative decision making.
  • The supervisor may assign other reasonable duties in support of the college.

EQUIPMENT

Work activities routinely involve application software on personal computers and peripheral devices. Familiarity with other common office machines is desirable.

MINIMUM REQUIREMENTS / QUALIFICIATIONS

  • Master’s degree required.
  • A minimum of seven years’ experience in a combination of data analytics/quantitative analysis
    skills/competencies.
  • Knowledge of teaching and learning theory sufficient to effectively support faculty and staff in assessing
    and documenting student learning outcomes and institutional process improvement.
  • Community college experience and Banner experience preferred.
  • Teaching experience required.
  • Experience participating in teaching and learning assessments.
  • Documented oral and written communication skills appropriate for independently engaging diverse
    constituencies and stakeholders across the college and senior leaders at external governance, regulatory, and accreditation agencies.
  • Technical and managerial experience is appropriate for supervision of college-wide assessment
    activities, computing processes, personnel, and budgets.
  • Integrity, judgment, and discretion for handling large quantities of sensitive data and maintaining and reporting it with accuracy and objectivity.

This position is an on-site role based at the main campus of Cleveland State Community College in Cleveland,
Tennessee.
