Salary Range: $200 - $300 per hour

SUMMARY

This position reports directly to the Department of Health Services’ Chief Financial Officer. The incumbent will provide oversight, perform administrative analyses, and make strategic recommendations to ensure that responsible program, fiscal management and service quality objectives are met in a cost-effective and time-efficient manner. This position requires collaborating with financial and clinical management to develop timely and integrally coordinated efforts to maximize fiscally responsible and cost-effective services with the goal of enhancing quality of outcomes, appropriate use of resources, improvement in data analytics, and reducing utilization of more costly services.  This position will also analyze program, budget and financial issues and develop strategies for program and funding enhancement.

ESSENTIAL FUNCTIONS


  • Direct the preparation of analysis, reports and recommendations on policy matters regarding programs, financing and budget to the Chief Financial Officer, other executive-level managers, and outside agencies.

  • Consult with the Chief Financial Officer and other executive management to ensure that effective and creative programs and services are integrated into project design and budgets, and to ensure that financial and program designs and structures are appropriate to funding.

  • Assist in planning for, and developing, different models for Medi-Cal managed care in Los Angeles County.

  • Assist in collaborating with different organizations to develop multiple partnerships related to combining the Enhanced Payment Program (EPP) and Quality Incentive Program (QIP) to setting up joint clinical centers of excellence.

  • Assist in development of the 1115 Waiver renewal for either a one-, two-, or five- year period.

  • Assist in working with DHCS to update California’s 1915(b) waiver.

  • Assist in analysis of potential fiscally feasible models of carving-in mental health and drug Medi-Cal services into Medi-Cal managed care.

  • Assist in liaison activities with Sacramento and Washington, D.C. lobbyists, and advocate organizations, e.g., California Hospital Association, American Hospital Association, America’s Essential Hospitals, etc.

  • Research and develop potential avenues for securing additional managed care incentive payments; work with DHCS, L.A. Care, and Health Net to implement necessary processes related to the incentive payments.

  • Act as point of contact coordinator between DHS finance and DHS clinical staff.

  • Develop training material and classes to assist DHS Finance in ways to research and develop new and creative potential financing streams.

JOB QUALIFICATIONS


  • Managerial and operational experience in leading and developing strategies for system improvements and new health-related programs and generating new or enhanced funding sources.

  • Two (2) years working for a state or federal official as legislative assistant providing analysis and strategies for advancing legislative priorities on various health-related issues, e.g., Medicaid, Medicare, etc.

  • Minimum of five (5) years’ managerial and operational experience working in policy development position in an organization involved with Medicaid financing and Medicaid Waivers, the Affordable Care Act, public hospital financing, State and Federal health policies and budgeting, and State and federal health-related legislation and regulations.

  • Seven (7) years of responsible administrative and/or policy experience in health-related strategic planning and policy development which includes analyzing, evaluating, coordinating and making recommendations for organizational programs.

Education/Experience 


  • Graduation from an accredited* college or university with a bachelor's degree; AND Master of Public Policy or Public Health.

Certificates/Licenses/Clearances


  • A valid California Class “C” driver license or the ability to utilize an alternative method of transportation when needed to carry out job-related functions.

  • Successful clearance through Los Angeles County’s Live Scan process. 

Other Skills, Knowledge, and Abilities


  • Knowledge of, and experience with, interpreting State and Federal laws and regulations relating to healthcare systems and funding programs.

  • Data analytical abilities with broad experience advocating comprehensive improvements for multiple Medicaid and other health programs and public hospital systems’ funding.
