ABOUT US

The Hartford Steam Company (HSC), operated and managed by DCO Energy, LLC, heats and cools some of Hartford's most prominent addresses - from the State Supreme Court to Traveler's Tower to Hartford Hospital. Founded in 1962, Hartford Steam now has two district energy systems that heat and cool more than 60 buildings, totaling approximately 14 million sq ft of space. Hartford Steam Company includes two combined heat and power generating and steam facilities and steam, hot water and chilled water distribution systems and fuel cell.

ROLE AND RESPONSIBILITIES

The General Manager will be responsible for overseeing, managing, directing, and implementing a safe, efficient, and reliable operation of Hartford Steam Company's District Energy Facilities. In this role, the GM will lead plant supervisors, maintenance, safety, and operations staff to achieve optimal operational, safety, departmental, and budget goals and performance. In this role, the GM will be responsible for, but not limited to:
• Oversee the day-to-day operations of HSC.
• Promote and enforce all Company policies and procedures.
• Manage environmental, safety and regulatory compliance of the district energy facilities.
• Manage relationship with collective bargaining unit, including negotiating collective bargaining agreement (CBA), addressing employee issues, grievances and disciplines while adhering to the CBA.
• Responsible for achieving defined company financial and operational goals and results.
• Direct supervisors, operations staff, and maintenance staff to achieve compliance with Key Performance Indicators.
• Manage and direct staff to provide customers with a continuous reliable supply of energy.
• Work with executive management, marketing, and sales to resolve customer use issues or district energy service issues.
• Develop processes and procedures to maintain accurate and complete operational records, assure operational consistency, safety, and efficiency.
• Manage and direct staff to meet annual operations and capital budgets.
• Oversee maintenance and capital project schedules to achieve annual goals.
• Work with and direct supervisors to use computerized maintenance systems to achieve acceptable completion levels for preventative and corrective maintenance goals and review monthly progress.
• Manage the development of employees through training, coaching, and discipline to allow them to perform tasks safely and independently as well as advance in position and license status.
• Oversee selection and hiring of management, operations, and maintenance personnel. Primarily responsible for training and managing the performance of all personnel.
• Develop fuel supply models, operating models, and maintenance models for each HSC operating facility.
• Oversee and assist in negotiation of project contracts.
• Direct and ensure regulatory compliance of facilities and activities (i.e., OSHA, FERC, CTDEP, US EPA).

• Ensure the safe, efficient and environmentally compliant operation of the plant including operating within approved permit requirements.
• Manage the development of employees through training, coaching, and discipline to allow them to perform tasks safely and independently as well as advance in position and license status.
• Oversee proper maintenance of records including operational logs, environmental incidents, disciplinary and personnel actions, payroll, OSHA reports, training records, lockout/tagout paperwork.
• Exhibit professionalism at all times when dealing with employees, managers, outside contractors/vendors, and Union officials.

QUALIFICATIONS AND EDUCATION REQUIREMENTS
• Bachelor of Engineering or equivalent education and experience and an MBA or equivalent management experience
• 10 years of engineering experience
• 10 years of generation operations experience with knowledge of a district energy systems preferred
• Adequate knowledge of business and management principles (budgeting, strategic planning, resource allocation and human resources)
• Knowledge of Labor contract negotiations, and Labor & Employment Laws
• Strong knowledge of Safety Guidelines, OSHA Regulations, and Best Practices
• Supervisory experience
• Licensed Professional Engineer preferred
• Effective leadership skills
• Strong verbal and written communication skills
• Strong problem-solving skills
