Job Summary:


The CT State Vice President for Human Resources serves as part of the senior leadership team of CT State, reporting to the CT State Community College President. The VP for Human Resources has responsibility for planning, developing, and implementing initiatives and strategies that support employee engagement and student service excellence. The VP for Human Resources is expected to be an enterprise-wide thinker who works collaboratively with other senior leaders in supporting CT State change management initiatives. Additionally, he/she is responsible for developing CT State's HR strategic plan, assuring alignment with CSCU and its constituent units, developing HR policies and guidelines, and working collaboratively with campus and CSCU System Office human resources officers to link CT State's strategies and policies to faculty and staff. The VP for Human Resources has overall accountability for HR performance across CT State and its twelve (12) campuses, ensuring compliance with federal, state and CSCU/BOR regulations, standards, and policies.


The VP for Human Resources is responsible for the full range of human resource management including employee relations, recruitment & retention strategies, Affirmative Action, performance management, training and organizational development, benefits administration, fair employment practices, Americans With Disabilities regulations, employee assistance programs, and the management of HR systems, reporting, and metrics; whether these services are provided directly or in collaboration with CSCU System Office services.


The VP for Human Resources serves the CT State Community College that includes approximately 6,700 full and part-time staff and faculty in multiple classified and unclassified bargaining units, and non-represented management and confidential employees.



Supervision Exercised:




The Vice President of Human Resources reports directly to the Connecticut State Community College President and is a cabinet level, executive position responsible for the HR performance of CT State and its twelve (12) campuses. The Vice President of Human Resources will directly and indirectly supervise the campus-based HR employees necessary to accomplish the broad functions of HR across the entire college.


The VP of Human Resources works closely with the variety of campus and CSCU system leaders including Campus CEOs, the CSCU Assistant Vice Chancellor for HR and Labor Relations, the CSCU Chief of Staff, the CSCU General Counsel, and CSU Chief HR Officers.



Examples of Duties:




The following examples of duties illustrate the general range of tasks assigned to the position but are not intended to define the limits of required duties and responsibilities. Other essential duties may be assigned consistent with the general scope of the position.


1. Participates in CT State's labor contract negotiations, develops bargaining strategies, and effectively manages employee relations. Oversees the implementation of contract provisions regarding classified and unclassified collective bargaining agreements and non-represented Management/Confidential policies in accordance with established timelines and through the correct interpretation of contract and policy language resulting in sound and fair HR services for CT State employees.


2. Responsible for the college's workforce planning in anticipation of staffing needs, collaborating with the CSCU System Office Recruitment & Talent Acquisition Team to oversee the recruitment, selection and placement of faculty and staff, assuring that employment regulations and affirmative action objectives are met and that appropriately qualified candidates are referred for selection.


3. Assists and works collaboratively with the CT State Vice President of Diversity, Equity, and Inclusion in meeting the college's Affirmative Action/Equal Employment Opportunity goals and requirements and the annual submission of its Affirmative Action Plan.


4. Responsible for coordinating with the CSCU System Office regarding the administration of healthcare, retirement, and supplemental benefits. This includes the proper application, enrollment, and communication of benefits to staff.


5. Oversees leave administration to ensure compliance with state and federal regulations such as the ADA, FMLA, and Workers' Compensation. Develops procedural guidelines that effectively address the implementation of these programs and the resolution of conflicts that may arise in their administration.


6. Responsible for the college's training and organizational development for faculty and staff, including the assessment of training needs, evaluating training resources, and arranging for training to aid staff and managers in the effective performance of their jobs.


7. Responsible for maintaining data integrity for college faculty and staff in the Core CT system to effectuate the accurate processing of all personnel transactions.


8. Responsible for performance management for full-time and part-time CT State employees including the completion of annual performance appraisals.


9. Coordinates and collaborates with CSCU System Office and State Universities in the effective delivery of HR, Labor, and Employee Relations' services to the entire System.


10. Responsible for the management and oversight of HR operational and staff budgets.



Qualifications:




Incumbents must possess proven ability to effectively work with a culturally, linguistically, and ethnically diverse faculty, staff, and students. They are expected to have excellent oral and written communication skills along with strong information technology literacy skills such as Microsoft Office (Word, Excel, Outlook, Teams etc.) Incumbents are required to have demonstrated advanced knowledge and abilities in the following:


• A bachelor's degree in human resources management, or a closely related field, and a minimum of seven (7) years of related experience in progressively responsible human resources positions, or a comparable combination of experience and training. Advanced degree preferred.
• Demonstrated ability to interpret and apply laws and regulations regarding employment, benefits administration, and labor relations in large and complex organizations.
• Demonstrated ability to participate in collective bargaining, to develop sound collective bargaining strategies and to administer resulting contracts, including the management of disciplinary and grievance matters under those agreements.
• Demonstrated ability to direct and perform all the profession-based fields of human resource administration including employment administration, affirmative action, fair employment practices, performance management, training and organizational development, compensation and benefits administration, data management, payroll administration and accommodation of employees with disabilities.
• Demonstrated ability to effectively manage a professional staff in providing human resource services.
• Demonstrated ability to work in a complex system environment where collaboration and cooperation is essential with other system partners.



Work Environment:




Incumbents typically perform their work in offices. The work involves extensive use of personal computers, but does not, normally, involve any significant physical effort. Reasonable accommodation will be made for incumbents and candidates with physical limitations.
