Job Description:

Under the direction of the Mayor and City Council, direct, manage and coordinate budget, management analysis and administrative functions; participate in feasibility studies and cost-benefit analyses; supervise professional accounting services, or provide highly specialized and technically intricate professional level accounting functions; and serve as a consultant to management in the areas of financial management, operations, computer systems, regulatory compliance and fiscal controls; oversee enterprise activities, ensure compliance of Village Policies and Procedures, and other duties related to the Office of the Administrator such as public meetings, hearings, grant programs and events. Performance is reviewed by the Village Administrator.

The location for this position is Vinton, Texas, which is located far West of El Paso Texas.

Essential Job Functions: Accounting Duties:

  • Oversee and participate in the preparation of various accounting and financial statements and reports. Ensure statement and reports accurately reflect the progress of the department.
  • Prepares and monitors transaction records related to accounts payable, vendor invoices/payments, and returned checks.
  • Responds to problems and inquiries from accounting system users.
  • Direct and supervise daily accounting activities, such as general ledger posting, creation of accounting and financial statements, and reporting of accounting and financial data.
  • Coordinate and prepare the Comprehensive Annual Financial Report.
  • Analyze data to discover patterns and/or discrepancies. Initiate and evaluate accounting systems, standards and procedures to ensure quality performance of the accounting function.
  • Ensure compliance with federal, state and local laws, regulations, rules and ordinances related to municipal accounting, finance, fiscal controls and related reporting including Generally Accepted Accounting Principles (GAAP), Government Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB) pronouncements and publications, and fund and grant accounting practices and standards. Recommend suitable solutions to city officials and executives when anticipated accounting and financial results were not achieved.
  • Recommend and initiate security controls and internal relationships to produce accurate financial or regulatory reports, enhance or safeguard information integrity, and comply with internal or external audit findings, applicable statutory or grant reporting requirements and professional standards, and otherwise respond to organizational needs.
  • Oversee and perform management research studies, multi-year financial forecasting, and participate in the strategic planning process for the City's future growth and impact on services.
  • Assist with year-end closing of financial records, reviewing requisitions, vouchers and other financial documents.
  • Respond to requests from city officials and executives regarding accounting and financial results. • Reviews electronic payments for federal and state payroll taxes and employee benefits for accuracy.
  • Prepares inter-fund transfers

Required Knowledge and Skills:

  • Knowledge of City policies and procedures.
  • Proficiency in the use of computers and related equipment, hardware and software.
  • Ability to answer questions regarding municipal regulations and ordinances and status of communications, resolutions and other official actions and assure records are open to the public.
  • Skill in effective oral and written communications.
  • Skill in researching, analyzing and preparing reports/recommendations for public officials
  • Skill in planning and implementing departmental procedures and objectives.
  • Skill in effectively supervising and delegating duties to assigned staff.
  • Skill in resolving customer complaints and concerns
  • Application of comprehensive knowledge of federal, state and local laws, regulations, rules and ordinances related to municipal accounting, finance, fiscal controls and related reporting including Generally Accepted Accounting Principles (GAAP), Government Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB) pronouncements and publications, and fund and grant accounting practices and standards.
  • Application of comprehensive knowledge of modern municipal accounting and management practices, generally accepted accounting, auditing and investment practices, methods and policies. • Application of considerable knowledge of modern municipal budget, accounting, administrative practices and payroll preparation, policies and procedures.
  • Application and considerable knowledge of computer hardware, software and peripherals related to a wide range of accounting and financial management operations including computerized financial applications, budgetary, financial and spreadsheet applications.
  • Application of good knowledge of supervisory techniques, contract preparation, and customer service procedures and practices.
  • Analyze budget or financial data, contracts, proposals and blueprints and prepare complex analytical reports to forecast trends, present management reports and make recommendations.
  • Maintain detailed a variety of records and reports including budget and financial records in an automated environment.
  • Application of good knowledge of IRS and other tax laws and regulations related to local government.
  • Interpret oral, written, quantitative and electronic information dealing with complex abstract and concrete variables to identify and analyze, and solve practical management problems of considerable difficulty.
  • Analyze financial data and additional information having numerous variables and outcomes within the framework of some precedents or general guidelines to assess and detect discrepancies in accounting, financial or statistical records, applying some originality or innovation in utilizing accepted theories and principles.
  • Clear, concise oral and written communication to develop, prepare, present reports of comprehensive accounting or statistical reports and financial schedules and budget, to management and regulatory agencies, and maintain of a full array of required fiscal records
  • Establish and maintain effective working relationships with coworkers, officials, customer departments, regulatory agencies and the general public in order to regularly resolve ordinary issues or occasionally, those of a sensitive or controversial nature

Preferred Education, Experience, and Certifications:

  • Bachelor's degree in accounting, Business or Public Administration, Finance or related field, and four (4) years of professional experience in budget and fiscal analysis or research and statistical analysis.
  • Master's degree in accounting, Business or Public Administration, Finance or related field preferred. May substitute up to two (2) years of professional experience.
  • Must pass a pre-employment drug screen, criminal background check and MVR check.
  • Must possess valid State of Texas Driver's License.
