Location: South Houston, TX - Hybrid

This role is primarily focused on the implementation, enhancement, and management of applications that enable business capabilities and process improvements.

The IT Business Analyst will act as the business relationship manager between the IT department and the Business Management/Process Engineering organizations. The primary objective is to prioritize and drive continuous improvement opportunities by understanding business processes, requirements, and the utilization of each IT application. Key responsibilities include requirement gathering, vendor selection, and planning and execution of small projects. Additionally, this role will establish IT best practices on site to ensure optimal application use and governance.

The successful candidate will:

  • Develop a strategic roadmap for applications and technology that aligns with business capabilities.
  • Maintain and support the application portfolio for the Business Management organization, including contract and license management.
  • Lead vendor relations and manage third-party service providers to ensure high-quality application support and delivery.
  • Collaborate closely with business stakeholders to define requirements for application enhancements and improvements, ensuring solutions align with business needs.
  • Lead application projects, including deployments, upgrades, and enhancements, ensuring they are delivered on time and within budget.
  • Define and implement IT policies and procedures to ensure the correct use and governance of applications, enhancing overall operational efficiency.
  • Engage with offshore Application Support teams to ensure seamless application maintenance and issue resolution.
  • Work closely with the IT Technical team to enforce infrastructure, network, and cybersecurity requirements.

The ideal candidate must have a deep understanding of refinery operations and oil and gas practices and feel comfortable working in a manufacturing environment. Creativity, strong problem-solving skills, and a customer-centric attitude are essential in this role. Additionally, the candidate should have experience with common refinery applications and a strong technical background in application design, configuration, implementation, and support. Effective communication skills, both written and verbal, are crucial for collaborating with IT and business stakeholders.

Skills & Experience Required:
  • Understanding of common applications used at a refinery.
  • Experience with one or multiple hydrocarbon value chain applications (preferred)
  • Strong technical abilities in application design, configuration, implementation, and support.
  • Ability to develop technology roadmaps based on both business capability enablement and technical lifecycle.
  • Experience creating an applications inventory and portfolio.
  • Proficiency in understanding complex business processes and translating them into technical solutions.
  • Strong communication skills (written and verbal) among IT and business stakeholders.
